USA Mundane Forecast
for the four weeks beginning OCTOBER 13, 2021

LONG-TERM (Solar Ingresses)
Capsolar effective Jan 14, 2021 to Jan 14, 2022. (Summarized from my original interpretation in the Jan 13-Feb 9 forecast.)
  • More severe than 2020, but a year of action instead of paralysis.
  • Saturn and Pluto in Capricorn continues to define conditions, emphasizing autonomous survival and solitary self-sufficiency.
  • MARS square SATURN (0°34', exactly angular). Harsh, hateful, hurtful, destructive hardship, e.g., deadly violence, fires, explosions, financial crises. Fosters hate + conflict arising from feeling powerless, shamed, diminished: Primitives competing for basic survival amidst widespread hardship.
  • JUPITER square URANUS (0°42'). Recovery and salvation through scientific advances and social revolution. Collective optimism anticipating good change. Broadly, boldly liberal government or political activism: Ideological rebellion, remapping the larger social contract, liberal social agendas (demanding wider horizons, expanded and diversified opportunity, civil liberties). Invention, futurism, new tech (or tech vision), and “good science” engage imagination. (Uncommon for disasters except floods.)
  • Activity and activism, rarely gentle or well-behaved.
  • Mars-Uranus. Explosive: physical or psychological "bombshells," surprise attack, sudden action, "lightning war" (blitzkrieg). Moon-Uranus. Swiftly changing circumstances requiring rapid adaptation and response. Moon-Mars. A broad sense of emergency: Violence, fire, disaster, damage, assassination (or other severe crisis for leaders).
  • Economic difficulties: Economic crisis and threatened markets (Jupiter to Mars-Saturn). Shifting conditions in banking and economic management (Pluto, Saturn, Jupiter in Capricorn). The upside: We surely need to consume significant resources for economic recovery.
  • Structural investment. Rebuilding economic foundations and physical infrastructure.
  • Spinning up the wheels of industry, economic expansion: Greater industry and productivity (from the same aspects).
  • Mars-Jupiter is stormy (including destructive weather). Forward momentum, expansive, with an enterprising spirit useful to recovery. Post-pandemic era of opportunity for new entrepreneurs, renewed entrepreneurial spirit, readily available capital investment.
Libsolar (Oct 18)
Effective Oct 18 to Jan 15. Throughout 2021, national and personal charts have shown great threats - including mortal threats - to President Biden. While it is possible these are legal or political threats, they more closely resemble the astrological patterns for the eight presidents who have died in office, especially those who died from assassination. In mid-October, we enter a time when the convergence of Sun, malefics, and Pluto on angles and in aspect that characterize deaths of president (though, of course, other outcomes are possible).

The same aspects could signify an assault on the body and spiritual heart of the nation. Charts for 2021 would make more sense if we were at war - a big war! - though, as I write this in December 2020, it seems unrealistic that a world emerging from a terrible worldwide pandemic would turn to war. Natural disasters could strike in the fashion of a Category 5 hurricane. A lesser possibility (I think it less likely) is that a new winter brings a new pandemic wave.

Pluto is 0°43' from Westpoint, suggesting high impact events. Saturn, 2° from Descendant, suggests loss, unhappiness, burden, and death: Life conditions are extraordinarily dreary. Most importantly, Sun is 3° from IC in ecliptical square to Pluto (0°42') and mundane square to Saturn (0°52). Mars conjoins Sun and squares Pluto. This assault on Sun (meaning: people and things signified by Sun) is severe.

Pluto (square Mars) sets through New Orleans and along a curve northwest into Montana. Mars is on IC on Florida's west coast and due north to about Detroit, with Pluto angular through Miami.


MEDIUM-TERM (The Bridge)

ALL MONTH: Pluto Uranus. Transiting Pluto squares Cansolar Moon. Transiting Uranus squares Capsolar Ascendant. Big changes are in motion. If we have substantially contained the pandemic, these are the weeks when a "new normal" is forged in action by people returning to jobs, schools, and open connection under new social, economic, and practical circumstances. At best, a sense of freedom and discovery prevails: The masses feel unleashed as if from prison. New conditions are exempt from precedent or prior custom or convention. Revolution may be in the wind as we survey how much of the past has been dismantled already and make way for a new, remapped future.

MOST DAYS OF THIS MONTH, Mars joins Uranus-Pluto. Transiting Mars squares Cansolar MC until Oct 18 and crosses Capsolar IC Oct 31-Nov 6, days when fiery, startling, perhaps explosive Mars-Uranus events erupt especially in the United States. Mars conjoins Cansolar or CanQ Moon Oct 21-30 (except for the 25th), days when the world at large feels Mars-Pluto's wrath. Simply put, there will be more violence, more fires, more hurtful events in general, and more of a sense of emergency or alarm. Police (or possibly military) engagements increase. Accidents and other injuries hold the headlines expressed through aggression, attempts at domination and control, opposition, independence, and defense.

SHORT-TERM (Lunar Ingresses)

Caplunar (Oct 13)
Effective Oct 13 to Nov 9, especially the first week, Oct 13-20. Suggesting a difficult month when struggle for survival is foremost and warring violence is strongly possible, the Caplunar has Saturn 2° from IC and Moon-Sun in partile mundane square. Both luminaries closely aspect Mars square Pluto.

These themes resemble the Libsolar but more general. Saturn angular near New York City always suggests a bad period for the stock market (though Saturn on IC is a little closer to Philadelphia).

Arilunar (Oct 20)
Effective Oct 20-27. For the second week in a row, Moon closely aspects Sun, Mars, and Pluto suggesting that the crisis - likely a violent, eruptive, perhaps explosive crisis - centers on this week. Besides these prime vertical aspects, Moon, Sun, and Mars are PVP square the rising Mercury. describing (at the very least) fiery wars of words and, perhaps wars of other types that require aggressive mobilization and strategic deployment.

Canlunar (Oct 27)
Effective Oct 27 to Nov 3. Saturn is 0°08' from Midheaven, 0°09' from exact PVP square with Mars. Uranus is 1° from Eastpoint. Moon, of course, opposes Pluto (0°37'). This is the most terrible week of a difficult month.

When this strong (as here and in this year's Capsolar), Mars-Saturn aspects are harsh, hateful, and hurtful. The aspect doesn't specialize in any one type of event but, rather, incites destruction and hardship wherever it occurs, whether by declared wars, undeclared warring, murderous shootings, disease spread, explosions, fires and other fiery disasters, and financial panic, among many other possibilities.

Saturn (exactly square Mars) is (1) exactly angular in the Capsolar for the year, (2) closely angular in the new Libsolar for the quarter, (3) on IC for the Caplunar, and (4) exactly culminating (square Mars) in the Canlunar. This strikes every level except for the day. (Saturn crossed CapQ MC four days earlier, on 10/23.) Transiting Saturn remains in orb of Libsolar Descendant and square LibQ Midheaven 10/27.

Liblunar (Nov 3)
Nov 3-9. Saturn's grip continues with the Liblunar: The new week likely will resemble the old except, perhaps, for scale. Sun is exactly on Midheaven and Saturn on EP, though they are no longer in aspect. Sun opposes Uranus and, mundanely, Uranus squares Pluto. (Moon, of course, squares Pluto within 1°.)

It seems the nation continues to be battered and the president, in particular, is on the receiving end. Something is shaking the walls and foundations of government. Biden is especially in the crosshairs, perhaps with a national call for new leadership. (Miami has Saturn exactly angular.)

The Biden Report

SIDEREAL LUNAR RETURN (Oct 20)
Effective Oct 19 to Nov 17. Acting boldly and striking outside usual bounds of protocol and convention, President Biden seems ready, in this new month, to take on difficult challenges with great force.

Natal Uranus (Asc 0°08') and Mars (WP 0°36') are most angular, with transiting Uranus square MC and natal Venus setting. Besides the natal Mars + Uranus pair, transiting Uranus opposes natal Mars 0°04' mundo. Natal Sun-Venus-Pluto come into new mundane aspect (Sun square Pluto is 0°04' wide). Based on these planets and aspects, we anticipate that he needs plenty of elbow room, acts like a "law unto himself" or exception to the rules, takes risks, and aggressively pushes past limits. Hastiness and possible accidents (physical or behavioral) are always possible with these patterns, though two foreground Venuses seem protective.

An important relationship is threatened. It isn't clear whether this is a foreign alliance, collegial relations, or someone personally dear to him. Besides natal Venus-Pluto in mundane square and natal Venus-Uranus opposed across the horizon, transiting Venus opposes natal Saturn.

Biden has several weeks of transiting Jupiter square natal Mercury (only 0°18' here). However, in this SLR transiting Saturn squares the same Mercury 1°02' mundo. Does this temporarily interrupt the positive run of people listening to him and valuing his ideas? Or does it add another layer, e.g., a conscientious, methodical thoroughness in planning? Writing nearly a year before October 2021, it's hard to say how Biden's presidency has gone thus far, how he typically responds to planetary patterns, or what he's facing in the weeks this chart is in force.

SIDEREAL DEMI-LUNAR RETURN (Nov 4)
Effective Nov 3-17. The last half of President Biden's lunar month is the more difficult half: The piper has to be paid for the bold, unconventional actions of the first half. In fact, the Demi-SLR (at its worse) poses a serious threat: Of all Biden's charts thus far in 2021, no other has expressed such physical threat and sense of emergency.

Two close (and closely angular) aspects define the whole chart: Sun opposite Uranus and Moon conjunct Mars.

Moon conjoins Mars within 0°11' mundo with Moon 0°40' and Mars 0°51' from IC. Circumstances arouse an inflamed emotional response, inciting anger (irritation, friction, strife, temper, intolerance, discontent, quarrels, fights). Highly competent, productive, hasty, and busy, he needs elbow room and freedom to act. His environment seems threatening, harsh, challenging, and primed for things to go wrong. Others outright attack him. Inflammatory sickness often happens with this aspect (or there may be blood).

Sun opposite Uranus (0°51') occurs with Sun and Uranus both square Ascendant. They are atop his natal, angular Mars. The push for ingenious innovation (but also the risk of accidents) persists from the SLR: He gets excited by doing forbidden things, acting spontaneously, and pushing for change and variety. It feels (for example) that Congress has been uncooperative so he now moves forward on his own.

Communications break down and details get in the way (Mercury square Saturn 0°10' mundo). Transiting Jupiter still squares his Mercury within 0°10' and Mercury now squares his Jupiter (0°59'), but foreground Mercury-Saturn is stronger. Whatever he is doing won't be easy. He has good will (foreground Sun squares Jupiter 0°36' mundo), but his openly pushy ways close other ears that would serve him better if he kept open.

I jut learned that the Supreme Court will fast-track suits challenging the terrible Texas abortion law. They have set November 1 to hear it. I see that, under the Canlunar, I have already called this "the most terrible week of a difficult month." At the very least, there will be great conflict and hostility afoot (see the Bridge and Canlunar), though it looks like the peak is a few days earlier, around October 27.

I think, but am not sure (because the news reports are being done by people who are clearly confused) that the only part of the TX law that they are going to examine just now is the bit that allows private citizens to enforce it and is an attempt to keep the law out of the jurisdiction of the courts. It may also address the lack of protection for victims of rape and incest, and women who would die if forced to carry.

If the Supreme Court doesn't block that bit, expect laws controlling weapons ownership and forcing people to get vaccinated in quick order.

The part they're addressing is thr most crucial part. (The rest is ordinary garbage.) Besides the reasons you mentioned, lawyers who are deeply involved with ACLU and Planned Parenthood on this issue are keeping hands off because, simply by taking up the issue, they could be liable to pursuit under this "bounty" statute. I knew in August that the main strategy was going to be for someone safe - like the DOJ - to take out the bounty component so that others can swoop in.

They've refused to block it right now, but agreed to fast-track any lawsuits brought against it and set aside November 1 to hear them.

If some people who want to go round the court system so their laws can't come under judicial review can do that, then other people can also do that. So, no abortion? Fine. But no private gun ownership, and everybody gets vaccinated or gets sued for endangering others.

Sauce for the goose is also sauce for the gander, and there are a lot more ganders running around fouling other people's yards.

Why? I think I'm not seeing the bigger picture clearly.
Broadly speaking, the Texas law has two parts. The first part is the egregious enough: It puts unreasonable, extreme restrictions on abortions. The key thing to know about this part of the law is that these restrictions are inherently illegal in the sense that the state of Texas (or any state) is already prohibited under federal law (as historically interpreted by the Supreme Court) to be unconstitutional. Again, for emphasis: The state can't enforce a law with these restrictions.

So some evil genius in Texas (but, seriously, a real genius!) said that if they can't enforce these restrictions, they could maybe find somebody else that could enforce them instead! For example, maybe ordinary citizens could enforce it! This has never been thought of before (except when deputizing ordinary citizens as agents of the state, as in a posse).

Texas, therefore, added a second part to the law: They said that any private citizen - any person anywhere, inside or outside of Texas - can personally sue any woman who breaks this law AND anyone who helps her get it in any fashion at all. (The usual list of examples: Any family member who helps. Anyone who helps pay. The Uber driver on the way to the clinic or home. Someone who holds the door for her at the clinic. And of course the medical staff and anyone else connected to the clinic.) If the person suing wins, then the Texas law guarantees them a minimum large award (payment).

It's ingenious: If the constitution says the state can't enforce a restriction, get someone who is not the state to enforce it instead. That (they are hoping the court will decide) is not illegal. The only analogy I can think of is posting a bounty on someone.

But here's the larger picture: Almost every law guaranteeing anybody's freedom is written to prevent the state from abridging that freedom. For example, the First Amendment doesn't guarantee free speech and freedom of religion: Rather, it says that the government can't pass any laws interfering with those things. But what if it is recognized as legal for the government to pass a law saying that it will get out of the way and not interfere if any private citizen wants to take away your right to free speech or your right to your religious beliefs? - If that happens, the entire Bill of Rights caves in.

Finally, there is a more practical impact: The creators of the Texas law ultimately don't care if their argument is good or not. They just want to get a test case to the U.S. Supreme Court. They believe that the strong conservative majority on the Supreme Court will now give them anything they want - will fulfill the conservative agenda. They think that if they get some "nobody thought of doing it this way" case on abortion in front of these particular justices, the justices will find their own rationale for throwing out abortion rights (or other topics). JSAD is correctly observing that if it works on this case, it will set a precedent that can be applied to other laws conservative state governments may want to pass.

That's part of the problem. People don't keep up with this stuff because it's both boring and horrific. As soon as everyone else is distracted, they run in to ram something into law.

This is Texas, where most people support abortion rights, and almost nobody supports the idea of forcing a woman to carry the result of rape or incest to term, or forcing women to die in childbirth. But this law has no carve out for any of that. It's not supported by the majority. It's entirely a test case, not for antiabortion, but whether or not politicians can force their will on the electorate. 4


BTW, the law does not punish the pregnant woman. I believe there's a federal law against that. But even an Uber driver who does not know the woman being transported is going to get an abortion can be sued for a minimum of $10,000.

I haven't read it since a few weeks before it passed, but I think it does indeed punish the pregnant woman. She AND anyone who helps her. The federal is the Supreme Court's interpretation of the Constitution - not a separate law - and that only prevents the state from punishing her. In this case, the state isn't doing anything to her except getting out of the way of someone else - a private citizen - going after her.

The overall forecast for Biden's current SLR has been correct. However, when he went to the Vatican and Pope Francis indicated he should still receive communion, I thought he must have Jupiter angular in his SLR for that location.

Recalculate Biden's October 21 SLR for Vatican City and you find... Jupiter on Descendant (1°47') square his Mercury (0°18') and Uranus on MC (2°33') opposite his Mars (0°18'). Jupiter squares Uranus 0°46' in mundo.

In fact, it looks a lot like my current SSR :)
