James, this seems to be a phone carrier issue MOSTLY (and how the forum is set to respond to that). People have reported it periodically over the years and, so far, always from a phone.
I switched phone carrier recently and, all of a sudden, on several spots on the drive to work, I get the same thing. As you move about, your phone or other portable device picks up new IP addresses, many of which have been used by spammers and gotten reported to spam-blocking agencies. I use a couple of those to filter the site (and whether somebody is on the list is controlled by the agency, not me).
I found a trick that, so far, always works for me: You want to flip to a different IP address to get one that isn't blocked. On a phone, the steps are to turn off mobile data (disconnecting the phone from the carrier) for, say, ten seconds, then turn mobile data on again. You'll have a fresh IP that (odds are) won't be on the spam list.
