Saturn sign placements for Constitutional Amendments

While gathering historic notes on Saturn in Capricorn, I noticed that I kept coming across years that U.S. Constitution amendments were enacted. There haven't been that many in the last century, so I decided - Saturn, "law," "constitution" - I'd see if there was a real trend in this. Here is the raw information (ratification dates).

12th 6/15/1804 Saturn in Virgo
13th 12/6/1867 Saturn in Scorpio
14th 7/9/1868 Saturn in Scorpio
15th 3/2/1870 Saturn in Sagittarius

It seems what I was casually observing is only a 20th century phenomenon, during which, indeed, 5 of 12 U.S. Constitution amendments were ratified with Saturn in Capricorn - a worthy symbol of the planet of law and structure ("constitution"), though I could understand if advocates of the Tropical zodiac wanted to interpret this as the planet of law in Aquarius a constellation of change.

By tabulating them all, though, I see a larger pattern. I have no idea what it means - none at all! - but Saturn in "Earth" signs makes up 11 of these 17 dates! That's way over-the-top unusual but, as I said, I have no interpretation for it. - No amendment has been ratified with Saturn in an "Air" constellation.

Saturn in Taurus 11, 16, 17, 26
Saturn in Virgo 12, 22
Saturn in Capricorn 20, 21, 23, 24, 27

Saturn in Scorpio 13, 14
Saturn in Pisces 25

Saturn in Leo 18, 19
Saturn in Sagittarius 15

Adds are 944-to-1 against so many of these occurring in one triplicity.

I still suspect that this shows the legally recognized ratification of the 28th amendment within the next two years - after all the court battles - but it will then be recognized as ratified while Saturn is still in Sagittarius this month.
