There will still be law suits and aftermath but, when the dust settles, Joseph Biden and Kamala Harris will be legally confirmed as the POTUS nd VPOTUS Elect of the United States.

I still have an hour or so of digging through this morning's developments, but the current working time is 11:34 AM. JSAD has provided times at which different news outlets called the result. NBC may have been the first at 11:26 AM. For a capital-centric event, I have (at least temporarily) chosen the time, a few minutes later, when the Washington Post called the election at 11:34 AM. (LA Times called it at 11:34 AM, CC at 11:46.)
