Art the time of the quake, Saturn was within a degree of the local IC. More on this when I have time to work it up.

And with Saturn-Neptune it's important to note that this was a tsunami situation. In fact, the human impact seems especially to have been in the tsunami. As best I can tell, it was only for the surrounding islands (the area where the Saturn-Neptune was operative), and there turned out to be no real danger, no real damage - but it was freaky for a while, required prophylactic evacuations, etc. Waves actually were only about 0.2 to 0.6 feet.

Great detail, Steve. Not only muddying, but actual liquification of soil can occur during large quakes. It hadn't occurred to me until now, but this may be a minor reason that Neptune is related to quakes.
For those interested, the Gre3at Alaska Earthquake is detailed beginning on page 465 of Sidereal Mundane Astrology, ver. 3.5.
In this case, the CapQ was compromised with an angular Jupiter. However, the CapQ also featured a partile progressed Moon-Mars conjunction (that was already important in the Capsolar itself).
