In Kolkata, India, an overpass under construction collapsed killing at least 21 people. Number of injuries is not yet reported, but is expected to be large. More than a hundred are reported still missing as I type this.
The Prime Minister publically reacted to the matter at 3:39 AM (EST?), so the event was early. A witness said bolts "started coming out this morning and then the flyover came crashing down." The 3:39 AM time in EST would be 1:09 PM in India, so, with the morning report, I'm going to estimate 11 AM for practical purposes. EDIT: Data given below says 12:15 PM.
Year: Capsolar (Dormant.)
Year: Cansolar (Dormant.)
Bridge
t. Saturn conj. Cansolar Dsc 2/1-5/20
t. Jupiter sq. Cansolar Dsc 3/10-4/15
t. Mars on Cansolar angles 3/9-4/12
EVENT WINDOW: March 10 to April 12
Quarter: Libsolar
Mercury sq. Asc (0°28')
Moon on WP (1°27')
Pluto on Dsc (7°21')
-- Moon/Pluto on Dsc (0°45')
Month: Caplunar (Dormant.)
Week: Liblunar (Dormant.)
Week: Canlunar (3/18)
Mars on MC (1°02')
Day: Capsolar Quotidian
p. Asc sq. t. Neptune (0°02'), conj. 2. Saturn (2°00')
p. MC sq. t. Saturn (1°22')
NOTE: Transiting Jupiter is just outside the 2° orb and is partile square Saturn. Jupiter, if aspected by Saturn or Uranus, is a characteristic feature of bridge collapse charts previously studied.
p. EP conj. s. Venus (0°30')
t. Sun conj. s. Moon (0°10')
Day: Cansolar Quotidian & Transits
p. Moon conj. p,. Jupiter (0°36')

The Sep 28 2015 and Mar 23 2016 eclipses fell on the Capsolar Asc-Desc axis. The Capsolar's nadir was at 273°28. March 23 Saturn-Pluto midpoint was conjunct at 272°00', transiting at 272°02' - both squaring the March 23 eclipse.
March 9 Solar eclipse had Capsolar Pluto on the Zenith, Uranus on the Asc.
Event Uranus on the MC, Pluto on the West Point. This is the last of the Uranus-Pluto squares in right ascension.

Re: Kolkata bridge collapse
I've been toying with radical idea over the last 6 months or so, and I've never mentioned it. I'm not sure about it. It's just an idea I've been toying with, I know how to create experiments for it, and I haven't done so. But this event is a fabulous example of what leads me to the thought.
It is this: Maybe... just maybe... the Capsolar (or Cansolar when acting as a yearly chart) is not, on its face, representative of anything. Maybe these Year charts are only templates for future transits and progressions.
Maybe.
In event after event after event, even if the Capsolar (or Cansolar acting as a substitute Year chart) shows an event, it seems the path to the event begins with the Bridge, not with the Capsolar. For example, in this year's Capsolar for Washington, maybe it isn't important at all that Uranus and Pluto are so angular but, instead, is important that Uranus and Pluto are transiting Capsolar angles for nearly all the year.
I say this even though Capsolars appear to be satisfactorily descriptive of a major event about 90% of the time (and even more often for events in the first quarter). But, admittedly, most of the time this is due to slow planets near angles that also transit those angles for significant parts of the year.
What if they are just transit and progression matrices?
Look at the present event: Both the Capsolar and Cansolar were dormant. However, the path to the event is through the Bridge - transits to the Cansolar angles, in this case - with Saturn transiting a Cansolar angle for almost four months, Jupiter joining it (thus the Jupiter-Saturn combination characteristic of structural collapses), and then Mars crossing another Cansolar angle to narrow the malefic and distinctive pattern to about a month, March 10 to April 12.
Next, the March 18 Canlunar puts Mars on Midheaven for two weeks (since the Liblunar is dormant). This narrows the window to March 18 to April 12. It doesn't necessarily narrow it even further because the next Caplunar, April 1 (still well within the event window), is even more malefic and equally distinctive. But the earlier chart, on March 18, triggered things first.
Finally, within that time, CapQ angles rotated so that transiting Neptune and two Saturns were on angles. That marked the day.
It's... something to think about.

I have been thinking about this for months coming to a reasonable conclusion when we see a non-dormant Solar Ingress with Saturn, Uranus, Neptune & Pluto, we need to include a weighing factor if and when these outer planets partile transits the angles. In my life studying Sidereal Astrology—an outer t. planet partile cnj an angle is the most potent expression of a planet possible because of its slow movement, and possible stations on the angles.It's... something to think about.

IMO, this combo partile transiting cnj these angles is the astrological reason we are seeing one crazy up-side down election cycle, and we are still early in this Capsolar year. For example, in this year's Capsolar for Washington, maybe it isn't important at all that Uranus and Pluto are so angular but, instead, is important that Uranus and Pluto are transiting Capsolar angles for nearly all the year.
