2017 Westminster (Parliament) attack

Yesterday (March 22, 2017), beginning approximately at 2:40 PM (the time police were notified), outside Parliament in London, a British-born ISIL sympathizer drove a small SUV into a crowd of pedestrians on Westminster Bridge, and another crowd before the Parliament gates. Trying to gain access to Parliament, he fatally stabbed a police officer and eventually was shot and killed by London police, Including the assailant, four people died, 40-50 were injured, and London (where such things are uncommon) was sent into a state of shock and panic.

This event started with Moon at the end of Sagittarius, though it entered Capricorn before everything was finished. The new Caplunar has Neptune square MC, but the prevailing lunar ingress when everything began was the last Canlunar, with Mars rising conjunct Uranus, opposite Jupiter - "surprise attack" meets political insurrection.

When police were called, Mars in Aries had just passed local Midheaven and Moon was partile square Uranus. I suspect Mars was exactly on MC for the start of the event. - BTW, Solar Fire will give exact coordinates for the event if you use a location of "Parliament, UK."

The event has more the profile of a standard "performance art" mass murder (with recurring Venus-Neptune themes) than the profile of a terrorist attack etc.

The Venus/Neptune influence you described is quite novel but very realistic; This was very much an artful protest to Western values. It's sad, really.
That may indeed be part of the story. Certainly Moon's current sign has some level of setting the ambient tone for a couple of days at a time, though it's always been tough to discern just how much effect it has.

There is plenty of "backdrop, support" Jupiter in the month and week charts, and the Venus-Neptune triple-presence peaking on the day - idealism, but also a need to make a visual splash ("performance art" behavior behind lots of shootings, but not so typical for ideological events like terrorist attacks).

For every event catalogued in SMA, I have Sun and Moon sign recorded. (That's part of my tracking of which specific ingresses are relevant or applicable to an event.) Occasionally I flip through them to see how much effect (if any) I can see. On a case by case basis, sometimes there seems a hit, but I haven't been able to isolate any consistent measurement of Moon sign at the time of the event.

For example, of almost 300 catalogued events across a range of event types, here are the 21 that occurred when Moon was in Sagittarius:
