Never mind. I just learned that Biden told his senior staff of the move at 1:45 PM, just as his announcement on X went out.

According to his public schedule, he is still at Rehoboth Beach, DL (recovering from Covid, I'm sure).

I imagine he will finish his term. Resigning and letting Kamala take the helm would mean that they need to approve a new VP for her, which the right wing would surely try to make into a circus.
