Right this miute, Sun is 6°28' Libra. Yes, it entered on the 18th.

There can be a day or so difference from year to year. In or right after a leap year, these are at their earliest, though (and at their latest the year before leap year), so we should be at the earliest part of the cycle.
And then it shifts a whole day later (gradually) every 72 years. Our calendar is locked to the Tropical zodiac. Today, Sun enters Libra when it's at Tropical 25° Libra. Go back 72 years to 1945 (Fagan was already writing on these topics at that time) and Sun entered Libra when at Tropical 24° Libra, meaning a day earlier.
