Garth Allen wrote the following concerning the pending Jupiter-Saturn conjunction in his "What's Ahead for the World? article in the 1961 American Astrology Digest.
How will these influences affect you, your loved ones, your social involvements, your country's very fiber? Toward ferreting out the answers, let us consider the astrological meanings of Jupiter and Saturn in combination.

First of all, those two planets are qualitative opposites in every way. That is, Jupiter is a benefic planet conducive to expansion and optimism, while Saturn is a malefic conducive to contraction and pessimism. A conjunction of such wholly incompatible forces inescapably leads to conflict and contradictory situations. There are many citable examples of how a situation can allow the essentially contrary natures of the planets to work out together. A nation may liberalize (Jupiter) its immigration quotas but place a limit (Saturn) of 25 pounds on the quantity of personal goods the immigrants are allowed to bring with them. The country thus cheats itself out of the tools, libraries and art treasures of their new citizens, as well as automatically attracts less skilled workers.

In the legislative realm it works this way: The very laws designed to remedy recession (Saturn) tend to invite inflation (Jupiter), and those meant to cub inflationary tendencies have a harmful effect on the nation's business. A political example of Jupiter-Saturn in combination is even more disturbing, viz., the frantic efforts by a free society to stem the tide of a totalitarian ideology tend to create the very undesirable conditions which attract new adherents to the ideology - thereby defeating the whole purpose. So you see how easy it really is for two opposing planetary influences to work hand in hand on the terrestrial scene.

1961 will be a year when such Jupiter-Saturn conflicts permeate the entire aura of civilization on Earth. Puck's exclamation, "What fools these mortals be!" will never seem truer than it will during this coming year. The key meaning of the conjunction is the use of noble excuses to perpetrate ignoble aims [emphasis added]. On the diplomatic level this can be dangerous. History has shown that when this influence is operating, the selfishness of government becomes all too apparent an nations grab at every opportunity to further their own objectives - to blazes with what is right!

Economically the conjunction points to a downturn, so we can expect at least a recession during the year. The tight-money policies of recent years in our own country will begin to demonstrate their lack of wisdom by a rise in the bankruptcy rate. Many small businesses will realize they are paying out more for interest on previous loans than sound economics permit, so will fold in unprecedented numbers. This is to be a long-term trend, sparked by the Jupiter-Saturn conjunction and kept fueled by subsequent major configurations in the next three years. Sorry, to have to sound so pessimistic, but this seems the likeliest expression of the paradoxical action of Jupiter and Saturn.
