Nuclear Test Ban Treaty

Today this is called the Partial Test Ban Treaty, or PTBT, apparently because France and China were not party to it. At the time and for long while after, perhaps for political effect, it was usually called "the nuclear test ban treaty." The date and city of its signing are well documented. Edward Lyndoe provided a time from sources available to him when it happened.
The USA, USSR, and UK signed it and, at the time, it was the most significant agreement of constraint in the nuclear age. Note that this fell less than a year after the Cuban Missile Crisis and less that four months before President Kennedy's murder. Though imperfect in its consequences, it did correspond to well-documented and acute drops in radioactive particles in Earth's atmosphere (see the illustration at the Wikipedia page above).
I'd like to examine this signing as a mundane event. Usually for diplomatic successes we see Jupiter, especially in the lunar ingresses. The primary measurement would be where it was signed, though there may be separate chart patterns for the three governments' capitals.
Lyndoe gave 15:35 LT - Local Time, the time in use at the place and time - and in Moscow at the time this meant BAT, 3 hours ahead of GMT. However, the chart he gives is for an hour later. I'm going to trust the time he gave more than the chart he gave and, furthermore, the time of day isn't all that important for our purposes (though we might as well calculate for an actual time if we have one).
If the time is correct, the chart is of small consequence. Other than occurring at a Full Moon square Neptune (!), it doesn't have much to say at all. In the charts that follow, there is no Jupiter of the kind we expected, though there is a surprising amount of Venus - including Venus with Mercury - which brings the appearance of real peace.
