Hello all!
I am beginning to learn astrology, and I have joined this site to know how to interpret solar returns, as I would like to travel for my birthday, Venus and Jupiter returns.
I am open to receive any opinions about my birth chart.
Birth data:

location = Tarragona, Catalonia, Spain
Time of birth: 13:17
(mothers oral statement): 13:04
(from Birth Certificate): 13:55
Current residence: Paterna, Valencia, Spain

But that's why we ask people to spell out the month, so there's no confusion.

March 4th
As my main concern is economy, I can't travel too far this year I'm afraid.

That's quite a gap in birth time and, in most parts of Europe,. highly unusual for birth times to be that far off. Nonetheless, it can, of course, happen. Just understand that any work with your solar return will be quite off if the birth time is almost an hour off.
Using the time you picked, Paterna is not a bad place to stay since you have Jupiter exactly on an angle (Westpoint) of your 2019 Solar Return. However, it's not alone. A Sun-Neptune conjunction is on Midheaven (not quite as close as the number) and natal Pluto is exactly square Ascendant. This isn't necessarily bad, but is far from being "simple, comfortable Jupiter" that you may want.
We might be able to take care of this with a simple change in latitude. However, first off, some areas to avoid. Stay out of the UK, France, Corsica, Piedmont on your birthday - the doubling of Saturn-Pluto will be the opposite of what you want.
If you can get to eastern Europe there is a lovely Venus line that curves from Oslo through the heart of Poland, the eastern tip of Slovakia and Hungary, the heart of Romania, and the Bosporus. Of those, skip Bucharest, you also have Saturn angular there. If anyplace else on that line interests you, ask about it and we can do the extra work to help fine tune.
I tried adjusting the Jupiter line through your home for latitude. We can't go north without heading into the more astrologically treacherous areas like France. However, you can go south, perhaps to Algeria - you have shaken the natal Pluto off the angle at the coast, e.g., Mestghanem. You still have Sun-Neptune a few degrees off Midheaven (that pretty much goes along with Jupiter on Westpoint), but not as close - it just adds a bit of the exotic.
No plan is perfect, but these ideas should provide a leisurely, interesting time if your birth time is correct.

On the other hand, if you were born at 13:55, I'd say get far away from Spain and northern Africa, where Saturn and Pluto share the Descendant!
For that birth time, your Venus line curves from Amsterdam down the center of Italy, nicking the boot - almost any part of Italy has Venus setting, but you should avoid the band of longitude that goes north-south through (roughly) Rome and Munich. The more I look at the map, the more Amsterdam looks to be the winner for this other birth time. (A few frustrations, but they look minor.)
Jupiter is out in the Atlantic.
Notice that having the right birth time matters a great deal. The good and bad spots are almost totally reversed.

I'm used to use astro-dot-com, Tropical, Geocentric, Placidus, so I am used to view my birth chart this way:

Question 2. After reading carefully your suggestions, I haven't been able to identify your comments in a graphic chart. Then, after checking the forum, seems that you work with
Sidereal/Fagan/Bradley, Geocentric, Campanus, but after obtaining these charts, I am not capable to see what you are referring to.
Can you please let me know which settings do you use for birth and SR charts? Or at least, point me to the thread that those settings are established?
In case you use
Sidereal, I'm not familiar with this system, but I might assure you that my ascendant is not Gemini, or my sun is Aquarius. Any advice on how you see my birth chart in sidereal would be a pleasure for me to read.

This forum, as it says at the top of every page, is "for the study and growth of Sidereal astrology." So yup we use the Sidereal zodiac exclusively. Many of us use astro.com as well, and some of us use other software, mostly Solar Fire.

You may be basing your conclusion on wrong or weak information. In the whole range of astrological research, houses are the one factor that have been hardest to confirm. Research continues but the evidence isn't strong. This suggests either that houses are not a valid astrological factor or (I think more likely) that they are a very weak or indirect indication.
Additionally, whether your Saturn is in the 2nd depends on house system. This at least means that you are basing a conclusion on some uncertainties. For example, as you can see above, in the Campanus system your Saturn is about a third of the way up into the 1st house.
I don't know the details of your finances, but he chart does show economic challenges. Most pronounced is that, though you have a Moon-Jupiter conjunction which has a kind of protective generosity of the universe, it's badly aspected. Saturn squares them both and Mars sextiles them both. These are a mix of "Jupiter problems" (prosperity problems) that vary from disadvantage and shortage of opportunities (the Saturn aspects) to being a bit undisciplined with managing money (the Mars aspects). Additionally, an Aquarius Sun (which y9u have) often doesn't have a lot of concrete reality about money or time; and in your case the Sun is exactly square Neptune. This has positive and negative characteristics but, so far as money is concerned, doesn't improve your skills at handling it.
Without knowing a bit of your personal history, I don't want to say too much that might misrepresent you and your life; but the general idea of this chart is that instead of "earn high, spend low" you lean more to "earn low, spend high," without necessarily having a decisive sense of direction. The chart is high on idealism and vision, low on discipline. (Please understand and correct if I don't hit this right on the mark; these are broad impressions.)

You are probably thinking of Gemini and Aquarius as Tropical astrology sees them, and that's not what we'd say about them necessarily. I do understand why you would find it easy to identify with Pisces, since you have Sun square Neptune within 0°07' - it's the dominant aspect of your horoscope. Additionally, you have Moon in Sidereal Pisces anyway. We don't find that the Ascendant sign is all that important in terms of deep character, though it can show more superficial traits. I see your chart primarily in terms of an Aquarius Sun and Pisces Moon.
I'll give some notes on the chart - presuming the birth time you stated is correct - when I get the chance, hopefully this morning.

Considering the
13:04 time, I have been suggested to stay in
Venice, Italy for my
2019 Solar Return. I know it is closer than your suggestion. What do you think?

I was referring to your Solar Return (the relocation of your Solar Return).
Regarding relocation, I was planning to move to London UK, in the future, as in Spain I am not capable to find a job related to my career. Astrologically, do you think it's a good idea?
If we trust the 1:04 PM birth time, England has some advantages, including keeping your Sun exactly on MC. Because of your exact Sun-Neptune square, this also means Neptune squares MC (and that the culminating Sun is "Sun aspected by Neptune"); but you're used to this your whole life. The determining factor, I think, is whether you are able to live and express the Neptune fully, otherwise it will drag on you and represent lack of direction, indecision, etc.
One strong advantage in London is that the change in latitude shifts your mundane aspects (aspects formed not in the zodiac, but in the place-sensitive prime vertical). You gain a close Moon-Venus square and a close Mercury-Jupiter square. These would support greater happiness and success.
Again, this all depends on our having the right birth time.
You were inspecific about when this move might take place. We probably should check your solar return for England for whenever that is to give you the best shot at a successful first year.

The move to London won't happen before mid-2019, but no later than may 2020. I'm happy to read that moving to that city would improve things.
The closest plan I have is to remain four days in Venice, Italy, during my 2019 Solar Return, as it seems Regulus will conjunct my Medium Coeli.

Do you know how can I counteract this aspect, and gain determination and focus?

I'm really sorry that so few astrologers can rectify a birth hour. Anyway, after asking some professionals, seems my birth time is 13:17.
I decided not to travel this year, due to the imprecision of the situation. So I have spent my solar 2019 return in Valencia, Spain.
@Jim Eshelman I'm curious if at this time (13:17) you still perceive lack of determination and discipline. Also, do you think that moving to London still will be a good idea?

1:17 PM still puts Saturn away from an angle, leaves your Sun in the same sign, and leaves Mars closely aspecting Jupiter, so I'd stick with what I said above about "disadvantage and shortage of opportunities... [and] being a bit undisciplined with managing money."
Regarding London, I wrote before,

London, like your birthplace, puts your Sun exactly on MC, exactly squared by Neptune - that is, the
strongest two factors are the same for both locations. For 1:17 PM, you no longer gain a close mundane Moon-Venus aspect (you have a wide one, probably too wide to make much of an impact), but you do still gain the mundane Mercury-Jupiter aspect. This adds a bit more fortune, You would tend to develop Mercury-Jupiter traits, such as:
Love of ideas and learning. Easy “way with words,” comfortable speaking, reassuring in speech and manner. Well-formed speech has marks of a good education (whether true or not). Good-tempered, kind; may seem shallower than they are. Optimistic, religious style of thinking, e.g., “gambler’s roll” (don’t disturb their “hope & vision” with contradictory facts!). Good business potential (perhaps from raw luck more than skill) and always looking for the next opportunity or lucky break. Poorly suited to fixed schedule or routine.
