Thirteen people (including the shooter) are dead and five others injured after an unhappy co-worker "began firing indiscriminately with a handgun" in the Virginia Beach Municipal Center. The mayor called it "the most devastating day in the history of Virginia Beach." The shooter died in a gunfire exchange with police.

New York Times reported "shortly after 4:00 PM" and "near quitting time." Washington Post said it was "around 4 PM." Wikipedia currently shows 4:40 PM as when the city manager confirmed the active shooter, which was obviously some time after the event started. UPDATE: The first call to police was 4:08 PM.

I'll use 4:10 PM as a working time, which is just after Pluto crossed IC.
