War of 1812 began

President Madison signed Congress' declaration of war against England June 18, 1812 - one day after Congress passed it - proclaiming it the next day.

I'm still looking for a time. There is no time written on the surviving written declaration with Madison's signature. I've found a news clipping from the National Intelligencer marked June 18, 1812, "4 o'clock P.M." saying that, "The injunction of secrecy was about an hour ago [i.e., about 3 PM] removed from the following message, report or manifeto, and set." There follows remarks by President Madison to the two houses of Congress (perhaps his June 1 communications?) that evidently had been under embargo until that point, suggesting that something had shifted by that point.

The exact time of day doesn't matter much for our purposes. Let's use 3 PM and go from there. (If I were making up the best "declaration of war" chart, I'd pick 1 PM.)
