16-story residential project under construction. 28 construction workers died, 22 were injured. Likely cause was a construction procedure that placed too much stress on the structure. The collapse is described as sudden: "seven completed floors of the building's structure toppled inward, crumbling into a pile of debris and dust."

The collapse occurred the minute Pluto crossed the local IC.
