Looking at this chart, it has the following:

Pluto conj. Dsc 3°42 in eclipto

Pluto conj Dsc 11°15' in mundo

So do I still treat Pluto as angular in the analysis?

I do not think ecliptical angularity exists within a birth chart.

(A more general statement: It seems that with an original chart, whether natus, return chart, or ingress, angularity is mundane. My current view is that this also applies in synastry. However, such things as transits to the angles later behave ecliptically.)

In this chart, as you mentioned, Pluto is 11° Descendant. It's over 4° from square to MC, so nothing there. It's about 8° past Westpoint in RA, so nothing there. No angular Pluto.

There are, however, a couple of places where Pluto has a strong impact on this person's life. The most persisting is that Pluto is closely square the very-angular Mercury. That might feel sorta-kinda like a strong Pluto because the Mercury-Pluto square is very strong. (See if you can distinguish angular Mercury + close Mercury-Pluto square from angular Pluto traits.) The other place is that transiting Pluto had major impact in the formative years, transiting across natal Descendant and (simultaneously) square natal Sun. At 2°/year, this would have been a two-year period centered about age two. To get more exact:

Transiting Pluto first entered 1° orb of square natal Sun November 1980 - a few months into life - and last left 1° orb August 1982.

Primarily, this is a Gemini with a closely angular Mercury squared by Pluto, with a Leo Moon closely conjunct Jupiter. Venus opposite Neptune and Saturn square Neptune are other very strong factors (though, graciously, Venus is not square Saturn very closely). Sun has autonomy-boosting aspects, i.e., its close aspects boost the Saturn-Uranus aspect's importance.

Another thing that isn't as solid as what Jim said, is Pluto could very well be exalted in Gemini. Meaning that the Gemini person has a very heavy Gemini energy having both a Gemini luminary and its ruling planet angular square to its exalted.
