Saturn and Aquarius

After looking through the category of brilliant minds in Astrodatabank and seeing an absurd number of Mercury-Saturn aspects, after the seeing the same aspect in charts of those I know personally who could be considered geniuses, and considering the high number of scientists with Angular Saturn, I’m having a hard time seeing how Saturn doesn’t rule Aquarius, a generally brilliant and scientific sign? Does Saturn really have no rulership here?

We always give Saturn the tip of the hat in Aquarius, and it's probably easiest to see Aquarius traits as resembling a Saturn-Uranus conjunction; but the Uranian qualities are quite pronounced, so Saturn always seems to me to be, at most, a secondary charsacteristic.
