A military balloon is loose over PA, and knocking out power

A helium filled NORAD balloon used to track missiles along the east coast broke free from it's moorings in Maryland about 11:45 AM today, Wednesday, October 28th, 2015. Fighter jets were scrambled in NJ, and confirmed it's just blowing around in the wind. It was around Reading PA about 12:57, and over Port Clinton about 1:15. It broke loose from the Aberdeen Proving Ground.
It's tether is dragging, and taking out power lines as it goes. More than 24,000 homes and businesses near Bloomberg, PA are without power.
This is a big thing full of very expensive electronics. It's filled with helium, so it won't expode, at least.
Update: It's on the ground. It was lasso'd and stationary, and maybe down, about 3:20PM somewhere near Columbia-Montour Vo-Tech, outside of Bloomsbury.
A spokesman from the Proving Ground said it broke loose at 11:54 AM.
