Is there an accepted progressed lunar return rate?

Not an accepted. Many experiments. I've never found one that holds up. Since the SSR responds so well to secondary progressions, it made theoretical sense that the SLR responds to terts, but it just doesn't seem to work well.

Jim,
Ran across an old American Astrology article by Larry Herring regarding the PLR Rate.
In it he gives that the Sidereal Lunar month takes place in 27.32166 days (mean)
"Since this is the time necessary for one Lunar zodiacal lap, could it be that the
progressed MC of the Lunar Return makes one lap in the same time?"
Calculations using the foregoing theory yield a daily increment of 0.878424 hours.
Editing SF9 Q2 daily rate to 0.878424 tried it out on a friend who broke her wrist
on 5/23/2020.Here is her PLR tr. Mars 27Cp02, MC 25Cp40 opp.tr/n Moon 26Cn16.
forming a T-Sq to her natal Mars 27Li18.
Hope this OneDrive chart opens!

That's a good example. I've tried variations close to that and rarely found anything interesting. (One always finds an interesting case or two just by the luck of the draw, but it's another thing to find a consistent payoff.)
This though, should be identical to the Tertiary Progressed rate if I'm not mistaken. (I'm going from memory in the middle of my workday without stopping to check my numbers. I think terts are one mean solar day = one sidereal month.) Could you try this for me, please? Take the same SLR and (leaving the progressed angles set at quotidian) run a tertiary on the SLR and let me know if it comes out the same? (Thanks in advance.) I'd run a long series of these lately thinking it was a strikingly good theory and was disappointed that it performed so badly overall.
PS - I put picture codes around your link so the hart would display here in your post.
