I'd say, yes, people who have Mercury in Scorpio can be loyal. They can also be disloyal. There's a lot of "it depends" in any answer to such a broad question.
One twelfth of the population has Mercury in Scorpio, with or without the house placement. You might want to mention which house system you're using. There are so many of them. (We mostly don't use house placements here. No factual basis to them.)

Typical traits of Mercury in Scorpio: They are outspoken, opinionated, and candid, enjoy mental/verbal competition (arguments or humor), need intellectual freedom, and resist mainstream ideas and institutional thinking. The mind is usually sharp, strong, and strategic (sometimes fault-finding). The placement does strain the nervous system (making them irritable and increasing the chance of self-medicating with addictive substances). They tend to have an unusually good singing voice.

Scorpio is Mars and Mercury is the mind. Venus is a different story here (however), mercury plus Scorpio is an impressonist mind and to some that can be taken as being blurred to the point of something flighty or disloyal. (I think this seeps into many sagittarius- a flighty mind).
