You asked specifically about the natal, so let's start with a summary of all the core elements. Feel free to ask follow-up questions.

He is a Cancer with a Libra style, costumed as a Gemini. Here are the main components:

ANGULAR PLANETS
Venus conjunct Eastpoint (0°04')
Charming, attractive, popular, friendly, gracious. Feels and responds powerfully, forthrightly; invested in experiencing, absorbing impressions. Flirtatious, affectionate (sexually more receptive than aggressive). Loving, caretaking, mothering. Kind, considerate, averse to cruelty and harm. Stands against injustice. Acts to reduce their own stress and friction. Needs beauty, enjoys “the good life.” Drawn to pleasure, peace, tranquility (not pain, violence, turbulence).

Jupiter conjunct Ascendant (1°45')
Positive, optimistic, oriented to the good and qualitative. Authoritative, strives for expertise and leadership. Unusually lucky. Aspires to (enjoys) life of leisure and its perks (seeks to improve self and conditions). Generous, congenial, tolerant, good-humored, kind. Sexually giving. Needs esteem and inclusion (usually well received; can be overly role-conscious). Responds to cultural totems, heritage, tradition, social graces, social and ceremonial rituals. Champion of justice and fair play.

Saturn conjunct Midheaven (5°36')
Needs to be self-reliant, self-sufficient, autonomous, independent. Works hard, industrious. Survival instinct is strong and drives much of the behavior. Hardship likely (especially in youth); struggle for security; life’s demands seem severe (some are beaten down; some gain great strength and endurance). Cautious, emotionally reserved, self-protective, conscientious, methodical, austere (may shut others out emotionally). Beware self-restriction arising from fear.

MOON in LIBRA
Popular, polite, friendly, attractive. Passionate, determined. Emotionally efficient (private, controlling). Defiantly self-sufficient. Sexual magnetism, seductive personality. Justice (righting wrongs) cares deeply about human rights and social wrongs. Seeks agreement. Aesthetic (fine art, design).

Moon trine Mars (1°28')
Active-reactive; temper. Detests idleness. Driven, competent, ambitious. Impatient, acerbic, irritable. Frank, sharp-tongued (friction in relationships). Needs physical, emotional, and mental room to breathe. Possible substance abuse. Sexual needs strong.

Moon square Mercury (3°52')
Intellect fused with emotion (especially subconscious patterns): Astute, intuitive, strategic, cagey. Personality led by intellect and nervous system. Easily absorbs knowledge. Under duress, “reasonableness” competes with reactive emotion.

SUN in CANCER
Thrives within imagination and complexity (vision; or lost in fantasy). Lives in others’ shadow; finds purpose in service and emulation. Conceive and deliver results. Persuasive, trusted, instinct for motives. Live in mystery or its resolution: create or solve puzzles. Renewed by home or sanctuary. Sensitive, moody, self-absorbed.

Sun octile Uranus (0°02')
Go their own way, unapologetically following their own paths, persuaded that they are a special case. Easily bored. Loves freedom: bows to no outside authority. Progressive, future-oriented, uninhibited by convention. Self-perspective usually founded in objectivity.

Sun octile Pluto (0°25')
“Law unto themselves.” No respect for arbitrary expectations. Antiauthoritarian, needs to be free from arbitrary, incompetent control. Comfortable as outsider; often seems aloof, unresponsive, but rarely harsh. Usually kind, “live and let live.”

Sun trine Saturn (2°34')
Effective survivor, works hard, few luxuries; prefers modest accommodations. Authority and other parent-based issues to overcome. Serious; yet good sense of humor. Struggles with self-sufficiency can block progress. More inclined to reaction than action.

MARS in GEMINI
Bright, inquiring; forthright, decisive (strong opinions). Argumentative (debate, stirs conversation; eloquent?). Pragmatic (not idealistic). Methodical. Scientific mind hones facts, can commit mind to research (scientists). Gains strength from being heard; otherwise over-compensates. (May “know better than anyone else,” need to be right.) Substance abuse.

MERCURY in CANCER
Mind strongly influenced by feelings (romantic, subjective, infused with imagination). Writing style leverages imagery. Edits, modifies, and embellishes ideas, polishing and rehashing. Planners, organizers. Gives insightful counsel.

VENUS in GEMINI
Playful, fun. Seeks companions specially to share curiosities and explorations (strengthened by partnering with their “other”). Broadly open to sexual opportunities. Interested in unusual, specialized artistic fields; keen awareness of form.

Venus octile Neptune (0°08')
Idealistic, longs to be enchanted. Wants things perfect. Becomes disillusioned or jaded from repeated disappointments. Emotions run strong. Blind spots with people (especially in romance) but reads people astutely when not personally involved. Good-hearted, devoted, humanitarian.

Venus square Saturn (5°01')
Work, duty, devotion are gratifying. Restrictions in love; ordinary pleasures may be deferred. Many seem comfortable unpartnered, though there is rarely sexual restraint. Childhood hardship or deprivation shape adult patterns. Sober, responsible.

OUTER PLANET ASPECTS
Uranus conjunct Pluto (0°28')
Feels unbound by precedent, custom, convention, or authority: willing to ignore, challenge, or forcibly reject them. Open to new ways, wider horizons; yet rarely disruptive without immediate cause. Physically restless, impatient (possibly frustrated, angry). Authenticity and creative self-expression arise best from solitude (vacuum). In youth, often seem directionless; this resolves as they find their center of gravity (especially after age 30).

Jupiter sextile Uranus (0°26')
Interested in and mind suited to science, philosophical inquiry, and self-inquiry (knack for astrology). Success through unlikely paths (distinguish themselves). Committed to progress, sense of exceptionalism. Ingenuity, insight (sees outside the usual paths, thinks on a broader scale). Respectful yet unbeholden to rank or class; gently resists authority, speaks truth, egalitarian.

Jupiter sextile Pluto (0°54')
Flourishes by being controversial within their circles. Wants to contribute, unbound by precedent. Social outlier: authentic yet committed to group, family, tribe, community. Sidesteps social or political rules. Needs to be seen, accepted, affirmed by others. Success and prosperity fluctuate, may not last.

Jupiter trine Neptune (1°51')
Idealist (social idealist), dreams of “something better” (impressionable; wants worthy idols). Optimism, faith (hungers for “too good to be true”). Generous (unwisely?). Compassionate, humanitarian, collective-minded. Strategically effective within a “big picture.” Religious, spiritual, mystical interests. Impractical (unrealistic, fantasy) relationship to money.

Uranus sextile Neptune (2°17')
Curious, inquiring, high-strung. Knows that weird stuff is very cool and that life and reality are more interesting and inscrutable than anyone ever said. Ingenuity to shift perspectives and create change.

Neptune sextile Pluto (2°38')
Open to shifting viewpoint, alternative perspectives, variant possibilities: Potential to forge a new worldview and enroll others. Uncertainty feeds desire for certainty, regarding things a certain way and not other.

Thank you. Terrifyingly accurate on all levels. WOW! He is currently three years in a federal prison serving a ten year sentence for substance abuse. He has struggled with addictions since he was 13. His luck is often crazy good despite his poor choices driven by addiction. Is there any hope?

So... trying to be in service, not naive... exactly which type of hope are you hoping for him?

From a legal perspective, the fact that it is federal rather than state makes it harder too get reprieves. A lot of states (including California) are starting to vacate simple possession/use convictions; it seems this will come more slowly at a federal level.

It's also harder (it seems to me) for someone to learn a lesson or be motivated to a change when their luck runs better than average and they're able to charm their way through most things.

I'm inclined to say the best hope is in using astrology to understand who he is, while relying on conventional therapies to address the problem.

But maybe I'm not really landing on your question?
