Pres. Taft's chart looks like Pluto is rising, but it isn't: It's 13° below Asc in 0°23' mundane conjunction with Uranus. He also has a foreground Jupiter-Saturn mundane square 0°32'. Sun-Neptune op. is only 0°03'. BTW, he was not only President but, thereafter, Chief Justice of the Supreme Court - something nobody else has done.
