Jupiter & Civil Liberties?

This is probably too narrow and specific a characterization... but I want to start a conversation around the question of whether (and to what extent, and in what particular ways) we can regard Jupiter in mundane astrology as specifically a planet of civil liberties.

The prompting, of course, is Pres. Obama's announcement today concerning a new direction for national security's access to citizen private information. Though the story will change many times in the days ahead (and differ with who reports and comments on it), the buzz of the day is that this is a victory for personal civil liberties - and the astrological influences are predominantly Jupiter.

Now, there could be (are) other, simpler Jupiter indications. This could simply register as a significant political victory. It certainly could provide some relief, taking the pressure off of what has recently been a pressure cooker. It may not need other detailing. But, in any case, I want to explore this - using the forum to "think out loud" and record some thoughts - and see what conversation evolves.

The current Jupiter presentations include the following:
-- First, the not-Jupiter: Last year's Capsolar had a Sun-Mercury conjunction setting and in mundane square to Uranus. This made the disclosures about government behavior one of the stories of the year. Jupiter wasn't angular, but there was a nearly precise Moon-Jupiter square for the whole world for the year.
-- The first angular Jupiter influence was in the Cansolar, which is still operative. For Washington, Jupiter is exactly rising. It closely conjoins Mars. There are many other Mars-Jupiter events of the period, but I want to note that this was the chart under which the privacy issue became contentious and, at times, passionate. Mars-Jupiter is fervent on issues of belief in any case and, if Jupiter has a distinctive relationship to civil liberties, then Mars-Jupiter would be seen as distinctly fervent about that.
-- The new Capsolar has many active factors, but Jupiter is one of the two strongest factors. In Washington, Jupiter is ONE MINUTE from the Capsolar Midheaven and 0°18' from conjunct the Moon.
-- The last couple of days of daily indicators for DC have included transiting Jupiter conjunct the Capsolar MC on the 15th (where it remains well within orb), CapQ Ascendant square Jupiter on the 16th, and CapQ Ascendant square Capsolar Jupiter today.

The other very strong influence is the Moon. The events have a populist feel. The Moon is within a degree of the new Capsolar's MC, and within a degree of the current lunar ingress (Arilunar) Ascendant. (The Canlunar is dormant.)

So, for whatever symbol reason (or combination of reasons), today's speech is a Jupiter event and, especially, a Moon-Jupiter event. What do we know about such things, and their relationship to ideas such as civil liberties, from prior research?

Jupiter stands, in general, as an ideological force, motivating ideological and political positions. An afflicted prominent Jupiter often shows an assault against the prevailing paradigm, or ideological positions run rampant. The current Capsolar has (among other factors) a strong Jupiter-Pluto aspect which especially challenges existing ideological paradigms (often creating polarizations along the way). While I believe this event has elements of this in it, I don't want to jump on that theme overly hard (yet): Most news out of Washington can be interpreted in terms of ideological positions, shifts, entrenchment, polarization, and efforts to shift it, so one doesn't want to be too general.

A variation of this broad ideological theme is Jupiter's presence for events with a clear inspirational movements. In the past, this has included civil rights events.

Jupiter itself has been angular for some key events of this sort. Besides the many violent political-ideological events on record, we also can list
-- “Bloody Sunday” marches for Selma
-- Martin Luther King’s Memphis "mountaintop" speech
-- Stonewall riots
-- Hollingsworth v. Perry & Prop 8 Supreme Court decisions

Jupiter in aspect is, if anything, more interesting.

Moon-Jupiter, in particular, has been a feature of the Obama-favored trio of Selma, Stonewall, and Seneca Falls. Besides just generally begetting "favorable" circumstances, it especially has a nationalistic and patriotic tone that, at root, is an expression of "securing benefits for our people" (whatever "our people" means in a particular context). (It even marked the day of the signing of the Declaration of Independence.)

Jupiter-Neptune aspects have especially spoken of ideology prospering through powerful inspiration. (We don't have Jupiter-Neptune operative right now, but I'm making general points about Jupiter.) Consider:
-- Martin Luther King murder (day). [His "mountain" speech was the day before IIRC]
“Bloody Sunday” / Selma march (month, week)
-- Three critical late-stage space-race missions, including the first Moon orbit and the Moon landing itself
