Mikhail Gorbachev was born March 2, 1931, in Privolnoje, Russian. His time is listed as DD; but it's not as dirty as it seems at first. Ruling out pure speculations, rectifications from a fully unknown chart, and unattributed misc. charts in astrology articles, Astro.com's records leave the following. There is some question of which Privolnoje, but the correct one seems to have been confirmed as 45N55, 41E18.
Zip Dobyns quoted Farida Asadullina from "a high official in Moscow" for 7:33 AM ST-3 Zone.
Edith Custer quoted the same source as Dobyns "from a close friend of Gorbachev," 7:53 AM - so apparently there was a typo in one or the other report.
Bill Meridian provided a booklet from The Russian Astrological Center in Moscow giving 7:53 AM (obviously not a primary source, but useful given the two above).
Lescaut gave 2:00 AM as unattributed "personal."
From this, the only times left that track to a legitimate sounding source are for either 7:33 or 7:53 (same source), with Russian astrologers (who likely read this report in the original) having reported it was 7:53. It would be quite reasonable to use 7:53 AM as a likely time.

Many uncertainties have to be disentangled for this chart. (Don't use the coordinates and time zone information Solar Fire provides for the birth city - enter the other one manually.) The chart is almost exactly for sunrise but, even closer, Neptune setting - with a Sun-Mercury-Neptune mundane opposition across the horizon.
One strong recommendation for this chart is that Ronald Reagan's Venus falls on its Ascendant (if I calculated it mundanely, it probably would be exact; it's close anyway) opposite Neptune. For any birthtime, Gorbachev's Venus is on Reagan's Ascendant also, but here it is a Venus-Mars opposition across Reagan's horizon and Uranus.
