Delaware's worst natural disaster ever was the Mid-Atlantic United States flood of 2006.

From June 25 to July 5, 2006, widespread flooding throughout Delaware was caused by once-in-every-200-years levels of rain that that "overflowed the banks of many rivers, lakes, and streams" in several states, causing the flooding. Seaford was "the hardest hit community."
I would use June 25 (say, at noon), and focus on Seaford. I don't know if that is the optimum timing of daily factors. (A New Moon occurred midday June 25.) Several states were affected, but in Delaware it was the states worst historic disaster.
16 people died, and property damage was $1B across the Mid-Atlantic region.
