George Santos - if we are to believe anything he says at all - was born July 22, 1988. We not only don't know the time of birth, we don't even really know the place. For an untimed birth, all we really need is a natal time zone, and we're almost sure of that.
I wanted to look up Santos' birth information because the creative, manipulative, career liar (who brings new life to the saying that you can tell when a politician is lying because his lips are moving) seemed to me the embodiment of a Mercury-Neptune aspect. He seems not to have one (unless a mundane opposition forms or some such thing), though he has many other interesting features for a July 22, 1988 birth.
Santos' parents (and many generations before them) were born in Brazil (though I haven't seen where in Brazil, and it's a big country). It may have been born somewhere in Brazil or somewhere in the U.S.: He claims joint U.S. and Brazil citizenship. A 2013 Brazilian court listed him as an American national. This seems to make the most sense if his Brazilian parents moved to the U.S. before his birth, but I'm still guessing. A different conclusion is suggested by stories of his early life; but we only have his unreliable word for any of this. He claims he went to high school in Queens, NY. (His web site for political donations says that he was born in Jackson Heights, Queens. The site is full of lies, but this detail seems supported by various news investigators and gives life to the "dual citizenship" claim.)
For lack of a better idea, I've set up my sample chart for Queens, NY, which gives him a time zone (EDT) an hour different from what it would have been in much of Brazil. - The later he gets in the day, the closer his Moon comes to conjunct Pluto ecliptically, though around (and just after) noon he has Moon sextile Neptune.

He's a double Rim - a Cancer-Libra like, oh, Kylie Jenner and Myra Hindley. His Mars is in Pisces, which gives him the same Sun-Mars sign pair as, say, Martha Stewart and Monica Lewinsky. I'm not sure we can draw many firm conclusions from these historic comparisons, but there is a lot to dig out of his being a double Rim with a Cancer Sun, Libra Moon, and Pisces Mars.
If you want something unique about his Gemini Mercury, it's exactly square Eris at noon. Other examples of Mercury-Eris do not seem to have lying as a basic characteristic (I suspect this comes from Pisces Mars, the showmanship of a Cancer Sun, and perhaps a Moon-Neptune close sextile), though one is tempted to say Santos certainly has enough
chaos around his basic
information. There are more Mercury in Gemini traits that explain this than Mercury-Eris (from what I've seen), though Mercury-Eris seems to have one skill that a career liar needs to be consistently effective: the ability to manage vast arrays of data points and a tendency to think outside the box for himself and talk as he sees fit. (Then again, Queens' other famous political scion, Donald Trump, has Mercury even closer to square Eris than to square Neptune: His Mercury-Eris is 2°10'.)
Moon was 12°02' Libra at noon and moved 12°30' at noon - or 6°15' either side of 12°02' Libra. His Moon could be sextile Neptune, conjunct Pluto (especially as the day gets longer), and - only if he was born in the earliest hours - a Moon-Sun square. He doesn't strike me as Moon-Sun, FWIW.
Besides Mercury square Jupiter, his only other very close hard aspect is Saturn conjunct Uranus (which broadly fits). His only other close personal planet aspect is
Sun sextile Jupiter, 0°04' at noon and partile all day. It is consistent with taking the easy way through and enhances his ability to schmooze and socially charm (which he seems to have in spades - but he's a Cancer-Libra anyway).

Do events lend any insight at all? Here are the few dates I can identify (most have no actual date):
2010 - In Brazil (Rio), confessed to check fraud (later ignored the summons)
2011 Oct to 2012 Jul - Worked as a custo9mer service rep for Dish Network call center
2012 - Married a woman
2013 - Brazilian court issued a notice of embezzlement charges.
2014 - Began dating a man (they lived together 9/14 until early '15)
2016 - Mother died
2017 - Began working for LinkBridge Investors
2019 - Divorced his wife and (12 days later) filed his first run for Congress
2020 mid-Jan - Began working as Regional Director for Harbor City Capital ("alternative investment firm")
2020 Nov 3 - Lost (badly) a congressional election
2021 Jan 6 - Attended Pres. Trump's rally at the Ellipse in DC
2022 Sep - Questions about his background emerged in the press while running for office
2022 Nov 8 - Elected to U.S. House of Representatives
2022 Dec 26 - Broke silence with an interview response to charges he was a fraud, admitted some "exaggerations"
2023 Jan 3 - Assumed office as U.S. Congressman (sworn in several days later)

As I scan transits down this list of events, I'm most struck (because it's what I'm most looking for) that there are few-to-none transits to the range of his Moon. That is, there is a real shortage of Rim transiting planets for most of these events that can be narrowly defined.
I do see key planets around 20° Spoke. I notice this because it just misses his Mercury by a couple of degrees. I'm sticking this in my cap in case we have a time emerge with an angle close to 20° Spoke.
He lost his first Congressional bid with transiting Uranus 13°30' Aries. Might this be opposite his Moon? (Sun was 18° Libra: It's highly unlikely his Moon received that transit, which seems to rule out a very end-of-day birth.)
Eventually his Demi-SLR for the night he won his congressional election should be useful - if we get anything close first.
The single sharpest transit is a flitting one: Transiting Venus opposite natal Sun the day he first arrived to take office in the House of Representatives. This transit seems quite fitting for his temperament and the event: That's important because it does suggest that we probably have the right birthday <g>.
This transit scan hasn't told us much. It suggests that the birth wasn't at the very beginning or very end of the day. 20° Spoke (and also 26° Spoke) seem unusually important. Moon might have been opposed by a 13°30' Aries Uranus at one event.

Switching to secondary progressions (especially hoping for Moon assistance):
Seeming to confirm the birthdate: Progressed Mercury-Jupiter square during the year he worked for Dish. His time with Harbor City and first run for Congress (but it was a loss) was the year of progressed Sun square natal Jupiter. The year he ran again and won had progressed Venus conjunct his Mercury.
I'm not clear if he was fired from Dish or left for something better. I didn't get the idea he left for a better opportunity. Therefore, progressed Moon being half a degree shy of square to natal Saturn and half a degree after progressed Saturn might be meaningful, suggesting a birth time within 9 AM to 3 PM (which I'd already been suspecting). Whether good or bad, this was at least a change, and progressed Moon also squared progressed Uranus from about 11 AM to 3 PM, with natal Uranus after that. 11 AM to 3 PM is so far looking good.
Progressed Moon (of the noon chart) for his first (badly lost) Congressional election had progressed Moon almost 3° applying to opposition of progressed Venus. This would be a highly inappropriate progression. Therefore, his Moon is likely no more than 2° past the noon position. We're still on good ground, then, suspecting 11 AM to 3 PM.
It's unclear when his last half of 2022 progressed Moon-Pluto square would have been most fitting. When news of his past started to break? When he was elected? Some step after that, including the present? I'll ignore this aspect though it surely was important for SOMETHING.
I'm ready to speculatively settle on 11 AM to 3 PM, and will set up a trial chart for 1 PM, knowing it is plus-minus 2 hours at least.

Perhaps it's time to spot-check the specific date events with lunar returns:
I don't like the Demi for his 2020 congressional loss. It's only broadly foreground planet is natal Jupiter. If the time were much earlier than 1 PM, it would have a foreground Sun transit to natal Moon so, if anything, the time is later than 1 PM. I note that Neptune would be on IC about an hour later or, otherwise, this chart is a bust. (The Oct 17 SLR is much better, though, with a Sun square both natal and transiting Saturn, and transiting Saturn precisely setting. Natal Sun is also angular.)
For his 2022 win, the 1 PM chart makes transiting Neptune most angular but does have transiting Jupiter broadly angular - a time perhaps half an hour later would put it rising. ("Later" is the direction we were headed.) The full SLR is very similar, though Jupiter is closer to an angle (more like a quarter of an hour away, I estimate).
For the pivotal 12/26 interview we have his 12/19 SLR. Jupiter and Neptune hug Ascendant on either side and natal Sun is up. I could buy all of this, or a shuffling of the same things since it was both a lot of con man showing yet a chance for the appearance of some political redemption. This one is SO loaded, it's hard to think it should shift much, and unclear which way it would go.
The chart covering January 3 isn't very useful. Several possible readings, plus we don't know where he was when it set up. Buth e was in DC January 11 when his own county's Republican leadership and all his fellow Republican's in Congress from the area called for him to resign. This seems a climax of a really rough time and (though he hasn't been ousted) some political embarrassment. This is still under his January 1 Demi-SLR and seems to be the Saturn-Uranus square that (with Saturn leading) would have been angular about 45 minutes after our test chart. There's more in this chart, probably.
So... I'm ready to take all these and try a time 45 minutes later, or 1:45 PM.
The current Demi for taking his seat in Congress then his party leaders wanting him to resign and labelling him a disgrace to the whole party has Saturn 2° from IC, Uranus less than 1° from Dsc, and their square dominating the chart. Natal Jupiter is also within 2° of EP-a. (The Moon-Pluto opposition has slipped out of foreground.)
His 12/26 con man show interview is under a Demi with Sun-Mercury just off MC mundane square Neptune just off Ascendant - all partile - with a little natal Mars.
His 11/8/22 win is under a strange 10/29 Demi, though: No transiting planets foreground. Five natal planets foreground led by Mars on Zenith, backed by a mix of wider benefics and malefics. I'm not sold on this one. The Demi for his 2020 loss is a little to benefic but ultimately embarrassing and feeling betrayed by friends (OK but not fabulous).
His SLR and Demi for starting working for Harbor City Capital (which was later cited as fraudulent, though he wasn't charged as part of it) seems appropriate for starting that job, but that presumes I understand what it meant to him and how he felt - which I probably don't.
I tend to like this 1:45 PM chart (approximately).

Using this starter time of 1:45 PM, do any of the events now bring exact transits to angles or Moon?
The month he started working for Dish Network (which almost seems like his first serious job), Jupiter opposed his Moon, especially if he started early in the month.
The first congressional election (lost) does indeed have t Uranus op r Moon; but that was planned. [Solar Arc Neptune was a degree and a half shy of IC, or d Mras less than a degree past Dsc.] In contrast, the 2022 election where he won had t Uranus on WP-a as part of a Sun-Uranus opposition! (Hint: For this to stay partile, the time could be slightly later, but not earlier.) Uranus continued in about the same degree through the two months of gradual exposures of truth about him after the election. [For current times, d Neptune is exactly on IC for this time, d Mars partile opposite his Moon, d Saturn op r Sun almost to the minute.]
Finally, let's see if quotidians want to bump this a little left or right. Thus far, it looks like 1:45 PM or maybe slightly later (perhaps 5 minutes):
Lost election 11/3/2020: SNQ MC on r Uranus (just past r Saturn). SQ EP-a op t Sun (or back up slightly to s Uranus); SQ MC could move forward slightly to sq r Moon opposed by Uranus; can't go much forward unless we accept SQ Asc co r Jupiter. PSSR Asc op r Saturn exactly (or slightly forward to get r Uranus). I can live with this mix (it's not bad).
Won election 11/8/2022: SNQ Asc on r Mars, Asc sq r Neptune. SQ Asc on r Moon (sq s Mercury), EP-a op s Uranus. PSSR Asc op r Jupiter. - Nothing here makes we want to shift the time, though the SNQ shows a rather treacherous state of mind.
Con man "coming clean" interview 12/26/22: SQ IC on r Mars. PSSR has transiting Venus and Uranus on angles along with s Mercury, which may all be quite fitting (but he had to endure t Mars conjunct PSSR Moon then and for a few days either side). On balance, nothing to make me want to change it (and not bad overall).
First day in Congress 1/3/23: SNQ EP-s on r Jupiter (better if slightly earlier), t Uranus sq p Moon. SQ MC on s Jupiter (especially if slightly earlier), with s Jupiter sq r Neptune 0°01' (it's on EP), t Mars exactly on SQ Moon. PSSR Asc is t Venus op r Sun, but MC sq t Saturn (mixed but acceptable). This is all fine for being really happy as he stepped into Congress as a member and sent through those first few days.
Party leaders called on him to resign 1/11/23: SNQ Asc op r Uranus (exiting the aspect). SQ Asc on natal Saturn (especially if a hair later); MC sq r Mercury; t Mars stationary on SQ Moon. PSSR Asc moving into square to t Uranus.
Looking at all of these (and observing the orbs and direction of the orbs), it does look like about 5 minutes later is better. I'll settle on 1:50 PM.
