I've heard about these negotiations all my life - it was common discussion when I was a give, 20 years after the war - but I've never been able to confirm whether they actually took place (only been able to find confirmation that Japanese diplomats were in Washington for the week). Has this now become established fact?
If you read my analysis of Pearl Harbor in the "War & Peace" chapter of
SMA, you will see that I have some serious questions about what is going on. (Ironically, that's the chapter I was starting to rewrite last night.) Pearl Harbor doesn't seem a
perfect astrological event, though it is a good one. (Possibly you have now explained a lot of it by showing the behind-the-scenes event was a week earlier.) But beyond it "not being perfect," there is the serious problem of the Sun-Jupiter opposition.
The day of the attack, there was an exact Sun-Jupiter opposition in space. The full picture (only looking at aspects in space, not yet talking about ingresses and quotidians) is that Mars trined and sextiled the Sun-Jupiter. This fits the general tone of nation on December 7. But it's more complicated than that. Here are some quotes from what I originally wrote about the CapQ and CanQ for Washington:
At the time of the attack, Sun opposed Jupiter (1°15') in the heavens. Furthermore, Mars was trine Sun (0°17') and sextile Jupiter (0°58'). This Sun-Jupiter aspect dominated the quotidian charts of both the Capsolar and Cansolar for Washington, DC, plus the “natal” Cansolar horizon. It seems decisively the signature aspect of the day for Washington.

Sun-Jupiter, fuelled and focused by Mars, certainly matches the national story that we tell others and ourselves about that dark hour and the rising of the American heroic ideal at its best.

It seems clear from history that powerful factions in Washington considered December 7 their lucky day, providing all the motivation they needed to move the nation into active participation in World War II. Whether this justifies a configuration of heroic triumph, victory, celebration, and profit on a day or military defeat is a question I am unable to answer.
As with 9/11, this Sun-Jupiter makes me ask the question, "Who, in Washington, thought this was a good thing? That the attack meant they got what they want?" There was a similar note in 9/11. Most consistently, I see Sun-Jupiter in mundane astrology meaning that
people with money and power actively manipulate events with a goal of getting more money and power.
