Prohibition

Prohibition of the sale and consumption of alcohol had been building in the United States through local laws for 20 years before it became the universal law of the law. On January 29, 1919, legislation enacted nationwide prohibition. The 18th Amendment, ratified two weeks earlier on January 16, 1919, "permanently" locked this in place one year later. Prohibition was then repealed by the 21st Amendment on December 5, 1933.

The 1919 Capsolar, which immediately preceded both the passage of the amendment and the bridge legislation establishing prohibition by statute, has Moon conjunct Pluto 1°16' as its most extreme factor. However, the Capsolar is dormant for Washington. Despite this, it is of some interest that its most angular planets were Saturn and Uranus in nearly partile opposition.
Of much more interest is the prior Cansolar, which was the effective chart of the year from July 1918 through July 1919. Most notably, Neptune is 0°14' from Westpoint - hence my claim that, "They must have been drunk to pass prohibition!." Angular Sun adds the enhanced governmental presence.
Neptune remained closely angular in the Canlunar year after year through 1929. It resumed angularity in 1931. Thereafter, it was gone from angularity (or was much wider from the angle). In other words, Neptune's recurring angularity in the Cansolar foreground essentially defined the period of Prohibition.

Prohibition passed under the January 3, 1919 Caplunar with a Mars-Neptune opposition square Ascendant exactly (and some secondary presence from the Saturn-Uranus opposition, which was still a little wide at that point). The January 15 Canlunar had a Venus-Neptune opposition along the meridian.

Prohibition officially ended December 5, 1933.
The Capsolar, Cansolar, and Libsolar all were dormant. By flow-through, the Arisolar remained the effective solar ingress. Pluto is 1°33' from Westpoint. Sun conjoins Uranus 0°26', both being 4-5° from IC. (Actually, Sun-Venus-Uranus are mundanely less than 2° from each other, all being within 6° of IC.) Moon squares Jupiter 0°09'.
The Caplunar November 21 has a 0°48' Moon-Pluto opposition, but is dormant. The Arilunar for the week leading up to the ratification has a partile Moon-Venus-Uranus-Pluto T-square on the angles with Jupiter 2° from Ascendant. )Moon conjunct Uranus is 9', Moon-Pluto 43', Moon-Venus 58', Uranus-Pluto 34'.) The Canlunar for the day it was ratified has similar partile Moon-Uranus-Pluto aspects on the angles (Moon-Uranus is 3'), with Moon-Pluto square Ascendant about 2° and Uranus half a degree from Ascendant. Mars squares Jupiter 1°07', about 3-4° from angles.
