Kolkata bridge collapse

In Kolkata, India, an overpass under construction collapsed killing at least 21 people. Number of injuries is not yet reported, but is expected to be large. More than a hundred are reported still missing as I type this.
The Prime Minister publically reacted to the matter at 3:39 AM (EST?), so the event was early. A witness said bolts "started coming out this morning and then the flyover came crashing down." The 3:39 AM time in EST would be 1:09 PM in India, so, with the morning report, I'm going to estimate 11 AM for practical purposes. EDIT: Data given below says 12:15 PM.
