Never mind. I just learned that Biden told his senior staff of the move at 1:45 PM, just as his announcement on X went out.
According to his public schedule, he is still at Rehoboth Beach, DL (recovering from Covid, I'm sure).

Exactly! And SQ Neptune 1,31 cnj SQ Zenith calculating an angular Saturn-Neptune SQ hit for placing himself in an “exile” condition politically as a Prez candidate. Bradley recognized Saturn-Neptune combos as the “exile” aspect for leaders. Amazing SQ for this event in Biden’s life. Will he be able to serve out his term as Prez?

I imagine he will finish his term. Resigning and letting Kamala take the helm would mean that they need to approve a new VP for her, which the right wing would surely try to make into a circus.
