West Virginia Floods 2016

On June 23-25, 2016, West Virginia and adjacent parts of Virginia were hit by 8"-10" of rain in 12 hours causing severe flooding, leading to 23 deaths. This makes it the deadliest flash flood to hit the U.S. since 2010.
This event was labelled a "millennial flood," one of severity not likely to repeat for 1,000 years. Although certain counties were hit hardest, the best location for this is probably Charleston - as capital, as sufficiently centered in a small state, etc.
I can't find a time for when the rains began, so I'll use noon, June 23.
