Sen. Elizabeth Warren was born June 22, 1949 in Oklahoma City, OK. There is a time of 1:51 PM floating around on the Internet that seems to trace to Astrotheme.com and, from there, traces back to a "spectification," so I don't think we should trust the time.
The date gives here a Gemini Sun and Aries Moon - both of which are quite descriptive - plus a close Mercury-Mars conjunction in mid-Taurus. Sun is in partile conjunction to Uranus, which explains a great deal about her.
I think there's a reasonable chance that the proposed time is in the generally correct part of the day, because it gives an exact Moon-Venus sextile. (In fact, the time puts Venus right on MC, but I'm not going to push the idea that the spectification is that accurate.) Warren has considerable charm that simply doesn't show by any other token of the chart, so that Moon-Venus sextile, if very close, is a sound indicator.
But it would be nice to get an actual time.

Warren's Aries Moon is a nice complement to Clinton's Libra Sun. However, the Moon is much later in the sign than Clinton's Sun, and, depending on its exact position, could be aspecting Clinton's Mars-Pluto, Venus, or Mercury-Saturn. That's quite a range.
Her Mercury-Mars is on Clinton's WP. Hillary has been on the receiving end of a few Warren barbs in the past. Harnessing that particular dynamic in a productive business relationship would be a great win.
The big problem between the two charts: Warren's Saturn conjoins Clinton's MC and squares her Jupiter. While I'm a big fan of Warren, if consulted by Hillary's team I would have to advise that this aspect doesn't show Warren helping Clinton win; in fact, it makes winning harder.
Except... to go to the other side... Warren's Jupiter squares Clinton's Sun.
It's a most interesting relationship, but not easy to characterize in one-sided language.

Recognizing the limitations of having no sure birth time, I nonetheless want to check Sen. Warren's transits for a couple of occasions.
For the night of the Democratic National Convention when a vice president nominee most likely will be selected:
t. Neptune -90- r. Mercury +10'
(t. Uranus -180- r. EP for this highly suspect birth time)
t. Saturn -180- r. Mars -01'
t. Venus -90- r. Moon +04' (if this birth time is about right)
New SLR the same day, maybe the same hour.
These do not appear to be the aspects of someone who is having a good time or rising to higher stature (especially if we focus on those details that are common to any birth time). If by chance this birth time is correct, her SLR makes things even worse, with transiting Mars exactly on MC.
Next, I want to check Election Night. Even if she isn't on a ballot, we can see how happy she is that night.

Warren announced today that she is running. Her formal announcement was February 9, 2019, 12:05 pm EST, Lawrence MA.
In addition to the (questionable, but maybe in the right direction?) 1:51 PM birth time I mentioned above in 2016, an astrologer I consider conscientious has an 8:25 PM time. He doesn't recall the source and usually is conscientious about marking a rating, so he thinks it's from an unreliable source or, simply, somebody's rectification. If I get the time, I'll test both against today's announcement, and encourage others who are interested to do the same.

LUNAR RETURN
She's nearly at the end of her SLR month, and the SLR isn't very exciting. Natal Pluto is at MC but nothing else. I'll place my confidence in the Demi-SLR.
DEMI-LUNAR
This isn't bad! The SLR itself has Venus close to Descendant (Jupiter nearby). Her natal Sun-Uranus rises. The only thing unclear in its meaning is natal Saturn on IC. In general, though, it's pretty good.
Overall, this chart performs pretty well for today's event. If it is, indeed, close, then different charts suggest variations from a very few minutes earlier to several minutes later (the most compelling hits coming from angles about a degree later. If I were going to start playing with this, I'd probably round it to 2 PM and go from there.)

TRANSITS
Transiting planets in the broad ranges of her angles are interesting, and could be indicative, though I'm not as impressed as for the others. Transiting Saturn is 4° past her Ascendant and transiting Uranus 4° before her IC. Transiting Sun's square to natal Moon is 1°03' applying, about as close (on the other side) as the other time.
SECONDARY PROGRESSIONS
p Dsc is on p Neptune (0°55; sep), which seems all wrong. Just a little further from p Venus (sep. 1°03', with Venus-Neptune 0°11'). Progressed Moon doing nothing, p Sun still sesqui-square progressed Jupiter but separating (peaked recently, so not describing actions of the next year or two).
As a Quotidian
Nothing.
SOLAR RETURN
Interesting but I'm not sure I can call it a hit without knowing where the campaign goes rom here. Primarily Jupiter on IC square her Uranus on WP, which can show the excitement of gearing up and a good measure of support. The Moon-Jupiter conjunction is nearly partile. I consider it inconclusive, especially when trying to fit it across the most of the year already passed.

Somewhere between nothing and doubtful. If this birth time is approximately correct but a little off, she might have announced with Saturn and Neptune on angles, which is unlikely. The one impressive mark of this is transiting Sun square SQ Moon 0°15'.

The SLR month is nearly over. The chart is interesting, though, with transiting Sun and Pluto rising straddling Ascendant (opposite Venus), and Mercury nearby. Easily the best chart for this proposed time and for this event.
