Maybe, I have missed this somewhere on the forum? But, can Quintile (5th harmonics) be applied to City, States, and Country's? I have the book
Horoscopes of the USA and Canada by Marc H. Penfield as a resource that I use for City's and States DOB.

The Houston voters just approved a new Proposition (B) for firefighters. The Proposition will pay parity with police of comparable rank and seniority. They’re asking for what the mayor said, amounts to a 25 percent raise that could cost the city an estimated $100 million the first year, it will force deep cuts to services and nearly 1,000 layoffs of firefighters and police. The city of Houston is currently suing (Fire Fighters) to stop this unsustainable pay hike. The firefighters union is asking for more than just appreciation.... IMHO. What I can’t ignore is that firefighters’ jobs (One side of my family are firefights) are different from those of police. Both have a great deal of risk, but firefighters are able to adjust their schedules to accommodate second jobs and businesses. Several Houston firefighters live out of state. And as police point out, firefighters are allotted sleep time during their longer, 24-hour shifts. I was just looking for another angle on the situation. Thank you kindly Jim

Marc's book primarily focuses on "settlement" dates, and, despite some questionable scholarship, his charts work really well for most places to capture the tone and sense of a people in the city - the city's character.

However, Carolyn Dodson's book gives actual incorporation dates of cities - the legal-political entity. It seems that what you are describing would come under that chart.
