Has this been published yet? I thought it was to come out last Fall, according to the time table published on this site.

There's been no time table published on this site. I think someone probably just referred to the project. It's Ken Bowser's project and you can sign up for notifications of future publications on his site, https://www.westernsiderealastrology.com
I guess the project is taking longer than first expected.

I chatted with the people producing it and it's still in production. It's an enormous amount of work and they have other concurrent projects, all of which they expect to come to fruition in the near future; but there is still no exact timeline.

LOL, yeah except I haven't gotten royalties on that in 40 years. Someone bought that copy in the distant past and is now reselling it.
