USA Mundane Forecast
for the four weeks beginning FEBRUARY 27, 2022

LONG-TERM (Solar Ingresses)
Capsolar effective Jan 15, 2022 to Jan 15, 2023. (Summarized from my original interpretation in the Jan 15-30 forecast.)
  • An accounting cycle for the Biden administration. Republican gains seem certain in the midterm elections.
  • Sun conjunct Pluto (1°21'). Invites unprecedented conditions and irrevocable shifts of circumstances. Rebellion against prevailing conditions, assault on or removal of those in power, disrespect for law (greater lawlessness). People demand freedom from arbitrary control or leadership they feel is failing them. More people think of themselves as sovereign, "a law unto oneself" or "exception to the rules." Diverse themes from severe natural disasters to political confrontation.
  • Moon-Mars-Neptune. Crime is up. Neighborhoods feel more dangerous. Ferocious civil unrest: What was once called "civilization" rips open with unaddressed grievance while struggling to settle into some new pattern in which people feel greater safety and security.
  • Sun-Pluto with Moon-Mars-Neptune. Increased physical threat to the President, or the Federal government as a whole, perhaps through heightened domestic terrorism.
  • Moon opposite Mars (affecting the world as a whole). A state of alarm. Typical expressions: violence, blood, fire, earthquakes, accidents, other destruction; often significant loss of life. Other expressions: war, bombings and explosions, other attacks, deaths of leaders. Moon square Neptune (local to Washington). Waves of emotional reaction, fervor, herd-mind arousal, or panic accompanied by confusion, disorientation, uncertainty, and an undermined sense of security. Mars-Neptune. Panic or feeling the ground fall from under one’s feet - surging adrenaline with heightened aroused emotion - increasing the risk of treachery, sabotage, other betrayal, poisoned relationships, and scandal.
  • Sun/Mercury = IC. Broadly intensifies and highlights Mercury themes, including transportation, commerce, and science. Mercury square Uranus: Scientific and technological advances continue (no turning from technology). Freedom and flexibility in communication and travel are big break-out themes, including significant expansion and redesign in social media's impact. Science continues to have direct, relevant influence on people's changing lives.
  • Mercury-Uranus impacts social trends: With growing urgency of antisocial independence and autonomous self-sufficiency, with people feeling exempt from precedents and historic social standards, "independent thinking" becomes a rallying cry (though probably more of a fantasy than a reality: herd-mind passions surge the cry for "independent" opinion). Passion-fed rejection of expert opinion, reliance on crowd opinion, other challenges to convention or authority. “Don’t tell me how to think” takes on new, widespread life.
MEDIUM-TERM (The Bridge)
ALL MONTH, Pluto squares Capsolar MC. All Pluto themes mentioned above are amplified. The first two weeks are highlighted by concurrent Mars transits, signifying greater aggression, violence, and ferocity in events and behavior, disrespect of law, the consequences of cumulative stress, and the usual range of Mars events (fires, violence, the wrath of nature). Blood likely will be shed.

This intensified Mars-Pluto period is February 27 to March 12 due to partially overlapping Mars transits to Cansolar and CanQ Moons (affecting the whole world) and to Capsolar angles (concentrating volatility on the United States):
  • Worldwide, Mars squares Cansolar Moon Feb 25-28 and progressed Cansolar Moon Mar 9-12.
  • For the U.S., Mars transits Capsolar angles Feb 28 to Mar 11.
  • February 28 overlaps Mars to Cansolar Moon and Capsolar Ascendant plus Mars on CanQ Ascendant for Washington (plus or minus a day).
  • March 9-11 overlaps Mars to Capsolar IC and square CanQ Moon.
Therefore, in a volatile time with passions flaring (see Liblunar immediately below), Feb 28 and Mar 9-11 are the most volatile days prone to typical Mars phenomena.

SHORT-TERM (Lunar Ingresses)

Liblunar (Feb 20)
Effective Feb 20 to Mar 13. In this three-week Liblunar period, Neptune is closely angular with Jupiter square Neptune (2°51' PVP), resembling last month. Besides the predictable Moon-Pluto square (2°31'), Moon squares Venus (1°44') and Mars (2°17') mundanely.

Passions flare. Besides overt sexual themes, we find emotions strongly stirred especially from social restlessness - perhaps especially on matters of social justice.

Jupiter continues to shine its benefits through the central part of the country, setting from New Orleans to Minneapolis. An intersection of Saturn and Uranus near Santa Barbara is a formula for earthquake (or similarly themed social disturbances).

Caplunar (Feb 27)
The Caplunar is silent. Moon aspects with Mars (0°08'), Pluto, and Venus are felt worldwide. - Moon-Mars-Pluto concentrates itself through Alabama and Mississippi (supported by Saturn in Mississippi) and along the western edge of Appalachia.

Arilunar (Mar 5)
The Arilunar is silent. - A spectacular Sun-Jupiter conjunction sets through New England. A passionate Venus-Mars conjunction is angular at the longitude of Las Vegas. Saturn adds to the burdens of the Plains and western Midwest.

Canlunar (Mar 13)
Effective Mar 13-20. With the nation's concentration of Mars transits now past, the Canlunar brings clarity and perhaps refreshment or a sense of renewal (i.e., something new): Uranus on Nadir promises surprises, revelations, and a rapid change of current conditions.

Passions continue to run high: In addition to Moon's close (0°23') Pluto opposition, she opposes a 1° Venus-Mars conjunction. Venus also conjoins Pluto. Alliances fray, wounded relationships strain, and simmering squabbles boil over. Internationally, Moscow seems the place of the boil-over, either in terms of other nations or with internal, domestic affairs, with churning uncertainty (over identity and leadership) in Pyongyang (or, of course, just the usual madness).

Liblunar (Mar 20)
Effective Mar 20-26. This ingress deserves notice because it is the first weekly ingress in many years not to have a close Moon-Pluto aspect! We may not quite notice that in the U.S., though, since, for Washington, its one feature is an angular Pluto.

Nonetheless, on the world scale, this week marks a sense that a years-long crisis is moving behind us. We will get a few more Moon-Pluto ingresses mid-year before they vanish altogether, and the nation has plenty of Sun-Pluto this year, but a worldwide sense of relief likely will be felt as we move out of week after week of events of such intensity and irregularity that they stun our minds into silence - which we've had for the last several years.

Pluto was within 3° of 0°00' Capricorn February to July 2019, then from December 2019 (the month Covid-19 first emerged) until now. It will return for the last half of 2022 and a couple of months in the fall of 2023. Along the way will be an occasional mundane aspect that isn't present ecliptically. Generally, though (and especially in the way that affects the entire world), the years-long persisting sense of crisis now abates.

For the current ingress, leaders in Washington will find themselves needing to manage emergencies elsewhere in the country. Given the orb and the one-week duration of the chart, I do not expect more than a hard smack. Much of the country has positive, encouraging planetary lines for the week.

The Biden Report

SIDEREAL LUNAR RETURN (Mar 6)
Effective Mar 5 to Apr 2. Last month's themes continue with a spotlight on Neptune, which, however, seems to be seeking its best expression in alliance with Jupiter. Transiting Neptune is 0°00' from Ascendant, with natal Neptune also foreground. Transiting Sun and Jupiter, in partile conjunction, are moderately foreground.

Writing this in mid-2021, and seeing that Neptune strong, strongly backed by Jupiter is such a powerful, recurring theme for both the nation and its president, I expect unreasoned optimism or faith. Belief drives critical decision-making. Confidence fuels excess, immoderation, and glut. Angular Neptune signals confusion, uncertainty, and disorientation, of course, and one always has to think deception and scandal as part of the mix. Neptune generally stirs much flurry and commotion, an air of madness, and too few facts.

This SLR stands out differently, though. The rising exact Sun-Jupiter conjunction is enormously positive. It conveys a sense of royalty, blessing, and protection against deeper harm. Sun-Jupiter is splendid for enhancing self, station, and purse, amplifies worldly ambition, and inspires boundless enthusiasm. There seems much pomp (and perhaps pretense) in this chart. Does it mean we have something important to celebrate? - Transiting Venus opposite natal Jupiter 0°34' mundo, even though background, adds to the sense of festivities. Venus conjunct Mars 0°01' suggests passion.

As I write this, we have had six months to watch how President Biden responds to his planets. Neptune periods have not left him muddled or confused (at least, not visibly to the public). It has shown more in his efforts to be inspiring, to use his office to reach out to the public as personably as he can. I think we're likely to see this "encourager-in-chief" side of him during the period of this return.

SIDEREAL DEMI-LUNAR RETURN (Mar 20)
Mar 20 to Apr 2. Uncertainty clears like dispersed clouds in the second half of the month, according to this complicated demi-lunar with over a dozen important aspects. Transiting Venus and Mars conjoin on Descendant (their midpoint half a degree from the angle) square Uranus on Zenith. All three planets aspect Biden's natal Mars, exactly on Nadir. The angular Venus-Mars pair also squares (mundanely) the most angular planet, Biden's natal Moon 0°06' off IC.

These placements and aspects show enormous passion, emotional force, and action unleashed from restraint. In a young man, they would show exuberant sexual adventures and other bold, risky undertakings in which any hint of shyness surrenders to unshielded self-exposure. Plenty of wild oats have been sown with exactly these aspects.

We do not expect to hear such things about President Biden this month, though the outcome will be analogous. Circumstances rouse his considerable emotional force and incite him to the same fervent, open action and self-exposure of a young man on a wild holiday. Matters hold his unflinching, undeterred attention. With facts now in hand, he is in motion.

In mundane astrology, many of these combinations are aspects of war. What they really mean, though, is that the balance of alliances and adversaries is in motion - we may well see shufflings in these both domestic and foreign, suddenly learning that former opponents are his partners and vice versa - combined with the unflinching certainty that it is time for bold action.

Or, of course, the president and first lady could simply be having a really, really great time!

Other aspects add details, including a few speed bumps (which, however, seem not to deter him). Along with angular Uranus we have Pluto on Westpoint, affirming that circumstances are changing rapidly and the pieces of old structures are coming apart, making way for something new. A Saturn-Uranus mundane square further shows breaking up existing conditions, which - while surely bringing tension and opposition - are likely to mean a breakthrough rattling ancient, stagnant patterns. Mars opposite natal Pluto across the horizon reiterates a show of great force. Saturn, joining Venus, Mars, and Uranus in aspecting natal Mars, confirms that this will not happen without opposition.

In the end, a partile, middleground Mercury-Jupiter conjunction will gild his strong efforts with a little luck. Mercury-Jupiter especially means success with words and benefit from marshalled cooperation. Either public rallying or private schmoozing will build the alliance he needs. Mercury-Jupiter also is strong for diplomacy, whether domestically with factions of Congress or internationally with foreign leaders. (Mercury also mundanely squares natal Saturn, Saturn working from within him, not from the world outside him, suggesting the tedious, conscientious work and planning needed to pull something off.)

Pluto in Capricorn (2021-2038)

Harsher, struggling, dystopian: people doubt they will regain guarantees of safety or security from violence, economic crisis, or cultural breakdown. Autonomous self-sufficiency, struggle for survival. Need to preserve and restore survivability of the planet. Shortages of land, secure living space, and privacy (territorial conflicts). Hunger and dwelling insecurity. People determining anew how they want to be governed. Control vs. being controlled. Increased social isolation and focus on survival (anticipating breakdown of society or survivability of the world with depleting stability and resources). Intensified tensions between individual survival vs. connected wider community, and between uplifted and controlling classes vs. the debased and controlled classes. Breakdown of old structures and outmoded patterns. Bedrock financial institutions are challenged and reassessed. New economies emerge, including a structural reconceiving of work, jobs, employment, and earnings. Anything father-themed comes under attack (and retaliates). Ancient grievances and resentments are renewed. Society's relationship to aging and the aged will change necessarily. Revolution in pharmacology.

Neptune in Aquarius (2009-2023)

Suppressed or diffused social progressiveness, squashed rebellions, deranged concepts of liberty, all setting the stage for a future conflict or breakthrough after the transit is over. Imagined new vistas and possibilities without current capacity to reach or manage them. Roused socialist-leaning liberalism. Failure of universalism, futurism, or true enlightenment to flourish. Shortage of dispassionate clarity, fostered ignorance.

This transit reflects living in a time when most people feel like we are living in a science fiction wonderland, "imagining the inconceivable." Change happens so fast, technical progress accelerating far beyond any vision prior generations had to the 21st century (provided it doesn't involve transportation). One aspect of this is increased complexity with life changing faster than neurology can grasp, manage, and keep up. It has fostered technological surveillance and loss of privacy.

Uranus in Aries (2017-2025)

A volatile time politically. Issues of economics, government, and accelerated armament. Great challenges to the stability of existing alliances: Acute polarization splits former allies (individuals, social groups, or nations) along new axes. Widespread dissatisfaction fuels repudiation of historic closely held views and values. Each such era, while people are passing through it, feels like a transitions between a concluding old cycle and an opening new cycle.

An unyielding, unremitting sense of emergency exists, then autocratic governance increases. Extraordinary autocratic power is yielded (voluntarily granted) to national leaders, who acquire increasing dominion of economic and social issues. Armament, safety, going one's way alone without the encumbrances of alliances... these win out over the demand for personal liberty and social equality. The masses seem more comfortable with an authoritarian father figure to "make everything OK." Absent a state of war, there me be a suspension of checks and balances on autocracy normal to martial law.

Increased polarization and struggle between opposing extremes - each historic period has its own example, whether it be arising fascism vs. socialism (or political elements that, if more extreme, would have emerged as overtly fascist or socialist, extremism of right vs. left), opposing views on slavery, Catholic vs. Protestant wars, etc. Economics (especially trade) are unstable, in a precarious balance. Economics policies become more nationalistic and autistic, increasingly protective, to defend against trade inequities and competition imbalances. Extreme unrest in economically hurting populations.

Saturn in Capricorn (Jan 2020-Jan 2023)

Individual and political struggles for survival, autonomy, and self-sufficiency. Land & space: Shortages of land and secure space, redefining boundaries; territorial acquisitions and annexations, mineral rights, mining conflicts; walls, embargoes, spatial segregation, splitting historically separate countries into autonomous nations. Earth & water crises: Ecological concerns regarding climate change; land- and water-based retaliations by the Earth against destabilizing climate change; volcanic eruptions, earthquakes, no-warning fire outbreaks; water and land rights and conservation. Hunger, food-security, and dwelling issues including crop failures and famine; further crumbling of farming as a viable livelihood; hunger may be weaponized (or may be addressed aggressively). Earth-mindful rebellion religions thrive, including renewal and empowerment of paganism. Major finance developments: Vast financial institutional restructuring and management, especially favoring capitalism. Changes in how we collectively control money and commerce including bedrock foundations, controls, and financial restructuring; institutions aimed at money security are created or strengthened; long-standing economic hardship and social disenfranchisement boil over. Fear: Focus on how we manage and respond to it. Disabilities and misfortune draw focus: "Inferiority" (so-called) more visible; disability and genetic bigotry; widespread civil liberties conflicts and civil rights resistance activism. Relief from the arts and laughter.

Biden's trip to Brussels is likely to go quite well. Whereas in DC the SLR is strong Neptune with distantly foreground Sun-Jupiter, in Brussels the partile Sun-Jupiter conjunction is 2-3° from MC with Neptune barely foreground.

There is a quite strange aspect, though. In Brussels he has a foreground 1°18' Neptune-Pluto mundane square. There is definitely covert stuff we won't see. That aside, my generic interpretation of a foreground Neptune-Pluto aspect in a lunar return is:
Conception, world-forging, surreal. Heightened, surreal, reality-altering emotion to the point of technical insanity combined with mind-halting, senses-stunning events that are inherently decisive and separative. Consciousness altering; in many cases this precipitates into the circumstances of one's life, reframing them as well.
Mundanely, transiting Pluto's opposition to his Jupiter is only 0°01'. Stuff will get done that significantly enhances his prestige and power.
