In particular, it would vary with which planet was involved and where the person lived. Pluto and Neptune, for example, move at almost the same average annual speed as the increase in the SSR angles, so they are nearly perpetually angular. Of the 57 SSRs I've had, at least the last 38 (67% of them) have had Pluto on an angle. If I'd been born, and lived my life, in LA, it would have been 100%.
If we are talking natal planets, then that's different. It's pretty even. So, if you count "foreground" as a 20°-wide area (10° either side of an angle), then "foreground" takes up 20° of every quarter, or 22% of each quadrant - and each natal planet spends about 22% of the time foreground.
