Back in 2016, Oklahoma voters chose to change laws changing possession of small amounts of drugs and property crimes under $1000 misdemeanors rather than felonies, and limit jail time for these crimes. In January a bipartisian group of lawmakers made the changes retroactive.
On Friday morning, the Pardon and Parole Board voted unanimously to commute the sentences of 527 prisoners under the rule change. 65 have other detainers but 462 pardons were sent to the governor who signed all of them Friday afternoon and sent those along to the Board of Corrections. The BoC worked through the weekend to process the discharge paperwork, move inmates trust accounts to banks and get debit cards issued, and prepare discharge medications. They also arranged driver's licenses or state ID cards to be issued before discharge. Most inmates have jobs waiting and help getting housing through non-profits which worked since January to set up support for released inmates.

The Kentucky governor race was just called (at 8:20PM or maybe 9:20 PM because I think KY is on eastern time) for the Democrat by about 6000 votes (close.) Trump was in KY last night stumping for the incumbent Republican and trying to make the election a referendum on him. Let's hope. The incumbent is a lot like Trump. Sort of a Trump before Trump.

Mitch McConnell is a senator from KY who is up for re-election next year, along with Trump. The other KY senator is Rand Paul.

The un-gerrymandered by court order VA state senate has just gone blue according to the AP. We'll see about the house.

As shootings go, this one was small, though I decline to say it is less tragic. A 15-year-old kid (now in custody) shot five people (two of whom died) at Saugus High School in Santa Clarita.

Data is still coming in. Today has a Venus-Neptune square so, hey, another Venus-Neptune, another school shooting.

Timing is given by CNN as "about 20 minutes before the start of school." UPDATE: LA Times says 7:40 AM. That puts a 0°05' Venus-Neptune square on the angles.

Uranus is exactly angular in the Arilunar for the week. The CapQ has ingress Mars and Saturn exactly on anglers, while the CanQ has the telltale transiting Venus-Neptune aspect on the angles.

About 6 PM PST Sunday, November 17, 2019, Fresno (southern Fresno) CA police received a call about shooting at a backyard gathering (friends and neighbors watching football on tv) and found at least 9 people shot, with multiple fatalities.

In the middle of the other two shootings was a family murder-suicide in San Diego. I've lost the news articles I had saved for that, so I'm adding this post to remember to go back and find it.

Here is the gathering of information:
November 16, 2019, shortly before 7:00 AM, San Diego, CA

Both parents and their three sons (ages 5, 9, and 11) died in what seems to be a murder-suicide - father killed the others and then himself. Police arrived "shortly before 7 a.m." according to The San Diego Union-Tribune in response to a 911 call from the house during the incident: The dispatcher had no one actually on the line but overheard someone being asked to leave and then sounds that probably were a gun firing (reported as "sounding like a nail gun"). One son (the eldest) was alive when police arrived but apparently died later at the hospital.

Police had responded to a domestic conflict call at the house November 1. The couple was divorcing and were fighting over property matters. On police advice, the wife had obtained a restraining order the prior day.

"Shortly before 7 AM" seems the best we can do. I'll use 6:45 as a working time.

What I find most interesting is the number of EXACT contacts - 00', 01', 02' - mostly exactly right on symbolism but at least highly distinctive to the locale.

One of the men murdered was "a beloved Hmong celebrity - a famous singer with thousands of fans," and all four killed were "well-loved members of a tight-knit community" of Hmongs in or near Fresno,according to The Fresno Bee. About 35 people were at the party, according to The Mercury News.

All the news reports I can find state the time as "about 6:00 PM," or in similar words.

The three deaths were two people in the parking lot and the shooter himself. One woman was "dead in the front seat of a car in the parking lot" after "several rounds" were fired into her car. The other victim was a man "outside the car" (unclear if they were connected). All three people knew each other, according to authorities (one was a Walmart employee). - More information released two days later disclosed that the dead woman was the shooter's wife and the man he shot was her boyfriend.

News reports generally say "about 10:00 AM." USA Today quotes a witness who said he was at the Walmart "around 9:45 a.m.," heard nine shots, and saw the gunman who was stopped by another man with a pistol: the gunman then killed himself. Police received five 911 calls beginning at 9:53 AM and were on-site within one minute, but it seems it was all over since none of the stories talk about police intervention, so the shooting was probably soon before this. (The first caller was parked one row over and the released call information on Times Record News sounds like the shootings had just occurred and the gunman wasn't dead yet, so I'll go with 9:52, which also is the minute Saturn crossed EP.)

Almost no national news touched this. USA Today was an exception (and its story was replicated elsewhere). National network news was all from local stations, as far as I can tell.

The solar ingresses don;t contribute much, but the Caplunar immediately zeroes in and is the only applicable lunar ingress. CapQ angles are nearly those of the Caplunar, and, of course, we are still in the zone of the Cansolar progressed Moon-Mars opposition.

Overall, I think this is primarily a personal event more than mundane,but it managed to walk into a convergence of the Caplunar and CapQ that was primed for something volatile (during the "season" of the CanQ Moon-Mars opposition).

Chemical plant explosion. (Some debate in online discussions on whether there was one incident or two, with somebody floating a 12:57 AM time I haven't vetted yet.) That's consistent with a local news site KHOU saying it was "about q:00 AM."

Explosion unleashed a "chemical fire" and is said to be "causing extensive damage across the small city of Port Neches." The explosion is reported variously as feeling "like a bomb" and sounding "like a nuke," with The Mirror reporting a fireball over the city. The explosion blew out windows of closer homes and shook houses up to 40 miles away.

"The fire is burning a chemical called butadiene, police said. A colorless gas, butadiene is considered a health hazard, according to the US National Library of Medicine. It is made from processing petroleum and is used to make synthetic rubber and plastics." (CNN)

So far, three injuries and no fatalities reported.

As a "theme of the day," half-way across the country another fire occurred, also "early Wednesday," in Charleston, SC and was "quickly extinguished."

Neptune was exactly on WP at 1 AM and had recently set. The New Moon four hours earlier was mixed, with Venus-Jupiter just risen and Saturn on EP. The solar ingresses set it up perfectly, then the Liblunar is stunning!

Friday November 29th 2019, 2 PM local time, London, UK, London Bridge.

Some man was brandishing a knife and stabbed several people on the London Bridge or possibly in an apartment nearby, about 2 PM. After the police had the man on the ground, an officer came with a long gun and shot the man on the ground. (Suicide vest? There will be a press conference soon and we'll find out.)

Edited to add: The man was shot because he had what appeared to be an explosive device strapped to his body. It turned out to be a hoax, but they couldn't tell for sure. The motive of the stabbings is unclear, but it's being treated as terror incident.

It was not on the London Bridge, but close to it, close enough to shut down the Bridge. The about 2 PM time is confirmed. A number of people were stabbed, but only the suspect has died as of 4:30 PM local time.

UPDATE: Police were called at 1:58 PM. (One source says attack began at 1:50 but I can't believe no police calls were made for the first eight minutes). Shooter was taken down at 2:15 PM.

One doesn't need the Capsolar to that London's Capsolar is surely unstable this year - with Brexit, etc. In fact, it has Uranus in the degree of Ascendant with a foreground Moon-Saturn mundane square and a foreground Mars. All set for some suffering and general trouble.

The Libsolar has some similar facts, but seems to focus more directly on the PM and government with Sun being the most angular planet (exact degree of Descendant). But there is also Mars and Uranus (each 3-4° off horizon, their midpoint the degree of horizon). I think the mundane Moon-Jupiter-Pluto T-square is more about politics.

In the Caplunar, Neptune closely sets for the general commotion.

The most volatile, though, is the Liblunar with it partile (half degree) Mars-Uranus opposition. This opposition falls along the meridian in London.

The CapQ & CanQ both have ingress Sun angular, which makes it sound more political in motive. We are, of course, still in the two-month window of the progressed Cansolar Moon-Mars opposition (09' wide today). Neptune is in long-term square to London's Cansolar MC. Today, transiting Mars exactly squares Cansolar Moon.

It was a perfect Mars+Mars storm ready to erupt worldwide, and London was ripe for it.
