Nov 11, 1999, soon after 3:15 AM, Foggia, Italy
Six-story apartment complex collapsed killing 67 of the 71 people who lived there. It "suffered a structural failure and imploded with few immediate warning signs." (The collapse took 19 seconds.) Cause was cutting corners in the original construction. NY Times gave "soon after 3 AM." The Guardian gave "3:30 AM." I suspect the time is between the two.
