Dec 31, 2018, 6:02 AM, Magnitogorsk, Russia (53N23'00", 58E58'36'')
A high-rise (10-story) apartment block partially collapsed, probably due to a gas explosion (though rumors persist of an explosion from a tenant's stored explosives). 39 died, 17 injured.

The event would make more sense if it were confirmed a terrorist or other political event. I'm not really able to assess this without knowing more details than are available about the event.
