It's a good guess that it's so, yes - depending on exactly where the exact aspect hits (which longitude it is closest to) and the flavor of the transit.

The Moon example is a poor one - that one doesn't feel much different. But often, there often is quite a bit of difference (though sometimes one has to watch closely to see it).
Ultimately, a Solar Return planet is a transiting planet. It's an "outside" factor coming in at you, whereas your natal ...

The best references say that summer time was in use where you were born, but that doesn't mean it was consistently applied.
If summer time WAS used to record your birth time, then 5:08 PM is 3:08 PM GMT. We have been calculating your chart based on this assumption.
